THE SHELTER, THE HOUSE OF 38 PEOPLE AT A TIME AND STAYS FULL OVERCAPACITY. MOST NIGHTS, WE HAVE 40 SOME PEOPLE THERE .WE ARE ABLE TO ADD ON A WING FOR SUPPORTIVE SERVICES. WE HAVE LEGAL ADVOCATES, SEXUAL ASSAULT ADVOCATES , WE HAVE CHILD ADVOCATES THERE, AND THEN THE FOLLOWING PROJECT WAS OUR CHILDREN'S WING, DEDICATED ONLY TO SHELTER CARE, SHELTER DAY CARE, AND FAMILY SUPPORT SERVICES. BUT THE MOST RECENT 2023 ALLOCATION , WHAT WE ARE CALLING THE MIDCOAST RESOURCE HUB, WE CALLED IT THAT BECAUSE THAT IS EXACTLY WHAT WE WANT IT TO BE. WE WANTED TO BE A GATHERING PLACE FOR OUR HOMELESS COALITION, FOR SEXUAL RESPONSE TEAM MEETINGS, FOR OTHER COMMUNITY EVENTS , BUT THE MAIN PURPOSE IS TO SERVE PEOPLE WHO DON'T HAVE ACCESS TO RESTROOMS, TWO SHOWERS, TWO LOCKERS , FOR A PLACE TO GET OUT OF THE WEATHER , BUT MOST IMPORTANT, A PLACE TO TALK TO A CASE MANAGER AND TALK ABOUT THEIR HOUSING SITUATIONS.
THE ULTIMATE GOAL IS TO GET OUR UNHOUSED FRIENDS AND NEIGHBORS HOUSE INTO STABLE HOUSING THAT THEY CAN AFFORD AND BE ABLE TO KEEP. SO, WE ARE WORKING TOWARDS THAT. THE LONE TREE DRAINAGE IMPROVEMENT PROJECT, WE WILL PUT AN OPEN CHANNEL OUT ALONG THE BACK OF THE NEIGHBORHOOD THERE . WE SAVED $222,000.00 FOR THIS FURNITURE ON THIS BUILDING. WE INITIALLY HAD UTILITIES PUT IN AT THIS POINT FOR CONSTRUCTION UTILITIES LIKE ANY OTHER PROJECT WOULD YOU .
NOW, IT IS IMPORTANT IN THIS CASE. WE HAD THE UTILITIES PUT IN OUR NAME, EVEN THOUGH IT WAS THE CONSTRUCTION COMPANIES UTILITIES. RIGHT? REASON FOR THAT IS EVERY DOLLAR THAT SPYGLASS SPENDS ON THIS PROJECT FOR CONSTRUCTION, THERE IS A MARKUP ON WHAT IS CALLED OUR GENERAL CONDITIONS OF 10.8%. WE COULD HAVE PUT IT IN THEIR NAME , AND SAID YOU ARE RESPONSIBLE FOR WHAT YOU USE , BUT THAT WE WOULD BE PAYING THAT 10.8% ON THE ELECTRIC BILL AS WELL. SO, WE PUT THE TEMPORARY ELECTRICITY FACILITIES IN OUR NAME. THE SAVING FOR THAT, THOUGH, WE'VE REACHED A POINT NOW OR ALL OF THE PERMANENT UTILITIES ARE IN THE BUILDING. THEY'RE USING TEMPORARY UTILITIES. SO, THE SAVE $200,000.00 OF IT WAS ANTICIPATED BECAUSE SPYGLASS WORKED FAST ENOUGH TO GET THE PERMANENT UTILITIES IN. AND THEN FINALLY, ON THE BUS STOP AND SIDEWALK, THIS IS A SAVING, BUT IT IS NOT NECESSARILY SAVINGS THAT WE WILL KEEP IN THE SENSE THAT WHEN WE PLAN THE BUILDING , THE TRANSIT SERVICES ARE PLANNING NEW ROUTES AS WELL. IT WAS ANTICIPATED THE NEW ROUTES WOULD GO IN BEFORE THE BUILDING. THAT'S NOT GOING TO HAPPEN. SO, WHILE THEY FIGURE OUT THE ROUTES, WE WILL SAVE MONEY ON BUILDING THE BUS STOP AT THIS MOMENT. SAME THING WITH THE SIDEWALKS. THERE WERE SIDEWALKS THAT ARE PLANNING TO GO IN THIS BUILDING. THEY SAID THEY HAVE WANTED TO JUST TO THE SIDEWALKS ANYWAYS, SO WE WILL LET THEM. WE WILL SAVE THAT MONEY. THERE MIGHT BE MAGIC DOWN THE ROAD. SO, THERE MIGHT BE FUTURE SPENDING, BUT AT THIS MOMENT IN THIS PROJECT, THERE WILL BE SAVINGS. ALL TOTAL, THIS IS A SIGNIFICANT SAVINGS. THERE ARE SOME OF THE COSTS AND OTHER SMALLER AMOUNTS OF THINGS THAT ARE MUCH LESS . BUT IN ALL TOTAL, FROM THE 52 MILLION , WILL MORE LIKELY SPEND CLOSE TO 62 MILLION ON THIS PROJECT. WE ARE SAVING ABOUT $2,000,000.00. NOW, THAT IS PROJECTION AT THIS POINT. SO HAS SIX MONTHS OF WORK. WHO KNOWS WHAT TO COME.
BUT, WE ANTICIPATE ABOUT A $2,000,000.00 SAVING AT THIS PROJECT. ALSO IMPORTANTLY , WHEN WE BUILD THINGS, WE CREATE

OPPORTUNITIES FOR SUBCONTRACTORS LOCALLY TO MAKE MONEY. IN THIS PROJECT, 19% OF THE TOTAL COST OF CONSTRUCTION IS GOING TO LOCAL SUBCONTRACTORS. WE SPENT OVER A .7 MILLION, NEARLY A $800,000.00 IN THE LOCAL SUBCONTRACTORS. IN ADDITION TO THAT, DECKER CONCRETE IS THE CONCRETE THAT HAD THE CONCRETE CONTRACT FOR THIS PROJECT. DONNELLY TODAY BY THE CONCRETE FROM ALAMO CONCRETE AND VICTORIA , BUT THE OWNER HAS RELOCATED HIMSELF HERE , AND IS WORKING HERE. THE COMPANY IS STILL BASED IN LOUISIANA , BUT HE IS DOING JOBS HERE, EMPLOYING PEOPLE HERE, AND EXPANDING HIS COMPANY HERE. THAT IS AN ADDITIONAL $3,600,000.00. WHEN YOU ADD THOSE TWO TOGETHER, IT COMES OUT TO ABOUT 26% OF THE TOTAL PROJECT COST GOING INTO THE LOCAL SUBCONTRACTORS. AND BY LOCAL, I MEAN VICTORIA ANDREGIONAL. RIGHT? >> EXCELLENT NEWS.

SO, THE FIRST IS EVERY TWO WEEKS, I SIT WITH THE ARCHITECTS, THE OWNERS REP, ALL OF THE SPYGLASS GUYS, WE GO SIT IN THE TRAILER AT THE JOBS THEY, AND WE TALK THROUGH SAFETY, TOP CONCERNS, THE NUMBER OF CONCERNS, WHICH INITIALLY WHEN THE FIRST PROJECT BEGAN, IT WAS 15 OR 20. TODAY ON ANY GIVEN DAY, THERE'S ABOUT 90 PEOPLE WORKING ON THAT SITE. WE GO THROUGH A CONSTRAINED LAWN . ANY KIND OF RETURN FOR CHALLENGES THEY HAVE THERE, WE TALKED ABOUT QUALITY CONTROL ISSUES, WE LOOK AT COST ISSUES, ANYTHING THAT MIGHT GO UP OR DOWN. WE DO DESIGN CHANGES, WE LOOK AT A WEATHER LAW, WHERE THE RAIN DELAYS ARE, AND WE GO THROUGH A SCHEDULE. THEY HAVE A FULL CHART SHOWING THE CRITICAL PATH , AND WE LOOK AT CHANGES WHERE THEY MAY HAVE TO BE AN AREA B INSTEAD OF VERY CAPITAL D BECAUSE SOME PARTS DID NOT ARRIVE OR WHATEVER. WHEN WE WALK THROUGH THE JOB, THEY SHOW NEW THINGS HIGHLIGHTING ANYTHING THEY WANT TO SEE THAT WE WANTED TO LOOK AT LAST TIME. SO, WE GET TO GO THROUGH THAT EVERY TWO WEEKS ON A REGULAR BASIS, AND THEN EVERY OFF WEEK, I MEET WITH THE OWNER'S REPS AND WE TALKED OR ANYTHING THAT WE NEED TO BE AWARE OF. ONE OF THE BEST PARTS ABOUT OUR OWNERS REP IS A MAINTAIN A PRESENCE ON THE SITE ALL THE TIME. SO, THERE IS SOMEONE PRESENTING US ALL THE TIME. WHEN IT COMES TO COST CHANGES, WE MONITOR AND MANAGE COSTS TWO WAYS. THERE IS A BUDGET TRANSFER REQUEST , SO IF ROOF INCOME IS UNDER BUDGET BUT WE IT EXPERIENCED SOME INCREASE IN ELECTRICAL, OR WE KNOW WE NEED TO DO SOMETHING DOWN THE ROAD , THEY LITERALLY DO A LINE ITEM BUT TO CHANGE AND THEN HAVE TO SIGN THOSE. THEN WHEN IT COMES TO CONTINGENCY, I MENTIONED THAT THEY HAVE ONE .8, THEY HAVE $2,000,000.00 IN CONTINGENCY. ANY DOLLAR USED OUT OF THAT, THERE IS A FORM CHASING THOSE AND GETTING MY APPROVAL BEFORE ANYBODY USES CONTINGENCY. THE THING I WILL GIVE SPYGLASS CREDIT FOR HIS THERE ARE A NUMBER OF THINGS THAT IS OUTSIDE OF THEIR CONTROL VOLUNTEERING TO USE THEIR CONTINGENCY DOLLARS INSTEAD OF ASKING FOR OUR CONTINGENCY DOLLARS, WHICH HAS ENABLED US TO DO THE THINGS WE HAVE MENTIONED THAT GO BACK INTO THE PROJECT. SO, DESIGN MANAGEMENT , SPYGLASS MAINTAINS CONSTANT MEDICATION WITH THE ARCHITECTS , AND WHEN SOMETHING GOES WRONG OR SOMETHING NEEDS TO CHANGE ON ANY PIECE OF DESIGN , THEY HAVE A CONVERSATION, A DOLLAR GETS DOCUMENTED WITH THE ARCHITECTS, AND I THINK THE LAST COUNT GETS 162 OF THESE. AND JUST ONE OF THE EXAMPLES OF THESE WAS THAT BIG TALL CANOPY OUTSIDE, WHEN THE METAL WAS GOING TO BE FACETED FOR THOSE, THEY DID THE RESEARCH AND READ THE INSTRUCTION MANUALS . UNLIKE ANYTHING I'VE EVER PUT TOGETHER, THEY DID A GREAT JOB WITH THE CONSTRUCTION MANUAL. THEY FOUND THAT THE SCREWS THEY WERE GOING TO USE WOULD HAVE AVOIDED THE WARRANTY THAT THERE ARE PUTTING ON IT, SO THEY CHANGED THE SCREWS IN THE ROOF

TO ONE THAT WOULD NOT AVOIDED THE WARRANTY OF THE SEALANT. SO, THAT IS THE LEVEL OF DETAIL BEING MADE ON THIS PROJECT. AND IN TERMS OF DESIGN, THE ARCHITECTS HAVE WORKED VERY CLOSELY WITH SPYGLASS. HE SAW THIS THE LAST TIME I UPDATED IT.THEY HAVE A LAW BUILT OUT THERE THAT YOU CAN LOOK AT THAT HAS THE MATERIALS. ALL THE DIFFERENT MASONRY COLORS . IN FACT, THE ORIGINAL STONE THAT WAS CALLED FOR ON THIS PROJECT, IT IS CALLED WHITESTONE. WHEN OUR SHIP IT WAS BEING PREPARED, IT WAS COMING FROM THE BOTTOM OF THE CORE THAT IT WOULD BE AT. SO, IT HAD A BROWN HUE TO IT THAT LOOKED LIKE MUD THAT WAS ALWAYS DIRTY. SO, THE ARCHITECTS ON ANOTHER STONE CALLED SISTER DALE, AND REPLACE THE ORIGINAL STONE WITH THIS ONE. WITH THE ONE THAT IS ON THE BUILDING NOW SO THAT WE HAD THE WHITE COLOR THAT WAS ALWAYS INTENDED. SO AGAIN, THEY ARE PAYING REALLY CLOSE ATTENTION TO DETAIL. MATERIALS TESTING, INITIALLY , WHEN WE ARE POURING PEERS, THERE WAS 188 PEERS IN THIS BUILDING , AND EVERY ONE OF THOSE PERIODS HAD TO MEET 3000 POUNDS PER SQUARE INCH . THIS IS ONE OF THOSE SOFT COSTS THAT WE INVESTED IN. SEVERAL PEERS FAILED, AND WHEN THEY DID , THEY WERE BROKEN APART AND RECONSTRUCTED PUT TOGETHER UNTIL THEY MET THE THRESHOLD. WEATHER IS THE FOUNDATION, CONCRETE, MASONRY, OR SKILL, THAT'S ALL BEING TESTED. WE HAVE COMMISSIONING ON THE SITE TESTING THE AUTOMATION SYSTEM, LIGHTING CONTROL, EMERGENCY POWER, PLUMBING, AND AS I MENTIONED BEFORE, WE CALL THE BUILDING ENVELOPE, AND SO, THOSE PEOPLE ARE STAYING ON TOP OF IT AND GIVING US REGULAR REPORTS LIKE THIS ONE THAT TELL US WHAT THEY ARE TESTING, WHAT THE RESULTS ARE, AND MAKING SURE THAT IF IT FAILS, IT GETS FIXED.
