WE HAVE SECURED THE FUNDING, IT WILL BE A $15 MILLION AQUATIC CENTER AND WILL HAVE A COMPETITION POOL PLUS A THERAPY POOL AND THEN AN OUTDOOR RECREATION SLIDES FUND TYPE THING. FOR THE KIDS. THAT IS LAID IN THERE, THEY ARE HOPING TO PUSH THROUGH THIS SUMMER AND IT WILL BE OPEN LATE 2026 OR EARLY 2027. IT WILL BE QUITE THE CENTER. WE CAME IN A COUPLE YEARS AGO AND AS WE WILL SEE TONIGHT AND AS YOU WORK WITH AQUATICS, YOU CANNOT MAKE A POOL BREAK EVEN OR MAKE MONEY. HOW DO YOU DO IT? YOU HAD OTHER PROGRAMS TOO. THAT IS WHAT WE ARE DOING, BASICALLY BRING ANOTHER Y PROGRAM. WE ARE CURRENTLY DOING AFTERSCHOOL PROGRAMMING AND SOME OTHER SMALL PROGRAMS IN BAY CITY. FOR US, IT IS ALL ABOUT SAFETY AROUND WATER. INSURANCE WENT UP $150,000 FOR THE WHOLE ASSOCIATION. WE WENT WITH ANOTHER INSURANCE CARRIER AND THEY WERE ABLE TO BRING IT DOWN THAT $150,000. THAT IS THE MAIN DIFFERENCE YOU SEE BETWEEN 23 THREE -- 2023 AND 2024. WE HAVE RENEWED FOR THIS YEAR. WE OPERATE WHAT WE CALL SEND CRAFT PLAZA. ENTRANCE FEES, THEY KIND OF STRUGGLED. AFTER COVID, THE NEXT YEAR WAS KIND OF LOW. 12,000. WE DID GET IT BACK UP TO 20 IN THE NEXT COUPLE YEARS. THEN WE WERE BACK DOWN AGAIN TO -- LESS KIDS COMING TO THE POOL. WHAT WAS THE ISSUE? WAS IT COLDER THAN NORMAL? THE OTHER THING THAT WE LOOKED AT TOO ARE RENTALS. RENTALS WERE DOWN SUBSTANTIALLY ALSO. WE ARE STILL LOOKING, OKAY, WHAT DID WE DO DIFFERENTLY? WHAT IS GOING ON? HOW CAN WE MAKE SURE THAT DOES NOT HAPPEN AGAIN? THE OFFSIDE POOL IS THE REVENUE WE GET IN

THE POOL. BAY CITY AND -- FINANCIALS. >> I WAS GOING TO ASK THAT. THIS

CUSTODIAL, TRYING TO FIND JANITORS AND AQUATICS. YOU ARE HIRING LIFEGUARDS AND SWIMMING STRUCTURES AND WE ARE ONLY OPEN SO MANY MONTHS OUT OF THE YEAR.

TRYING TO MAINTAIN AND KEEP THEM IS TOUGH. SO, WE HAVE MADE AN EFFORT. ONE OF THE QUESTIONS

FROM THE BOARD WAS THAT THEY LOOKED AT OUR SALARY AND WAGES AND OUR SALARY AND WAGES HAVE GONE UP EVERY YEAR FOR THE LAST FOUR YEARS. WE, AS AN ASSOCIATION THOUGHT, IT IS IMPORTANT THAT WE PAY OUR PEOPLE WELL AND THAT WE TRY AND KEEP THEM. AGAIN, WE ARE COMPETING WITH CHICK-FIL-A AND ALL THE OTHERS THAT ARE PAYING THOSE KIDS A LOT MORE THAN WE CAN PAY THEM. A LIFEGUARD IS A HECK OF A LOT MORE RESPONSIBLE JOB AND A TOUGH JOB THAN BEING AT A COUNTER. LIFE AND DEATH IN THAT POSITION. OUR WAGES HAVE GONE UP THE LAST FOUR YEARS. WE DO HAVE A NEW AQUATICS -- SHE WAS HERE LAST YEAR BUT SHE IS HERE NOW FULL-TIME, WE HOPE WITH HER THAT SHE WILL IMPACT THAT. YOU SEE THAT, YOU SEE THAT IN CHILD CARE, AND PROGRAMS, YOU GET GOOD PEOPLE AND KEEP THEM AND ARE CONSISTENT. THE NUMBERS WILL GROW. THEIR INTERACTION WITH THE PUBLIC THEY GET COMFORTABLE WITH AND UNDERSTAND HOW WE OPERATE AND THEY CAN BRING MORE PEOPLE IN. WE ARE HONORED TO BE THE PUBLIC POOL AND WE WANT TO CONTINUE TO BE THE PUBLIC POOL AND WORK WITH YOU TO GET AS MANY PEOPLE THROUGH THE GATES AS POSSIBLE AND TRY AND TEACH AS MANY SWIM LESSONS AND GET AS MANY PEOPLE THROUGH THE PROGRAM TO AFFECT THAT CHANGE. YOU KNOW, I THINK THEY START AT TWO OR THREE MONTHS TO DROWN PROOF THEM. THERE IS A PROGRAM IN COLLEGEVILLE. THEY DO IT EARLY IN THE MORNINGS, TUESDAYS, THURSDAYS, FRIDAYS. 7:30 TO 8:00 SLOT OPEN. IS THAT SOMETHING YOU WOULD CONSIDER OR SHOULD CONSIDER?

AND THEN THEY ALSO TEACH THEM, THEY PUT THEM IN CLOSE AND PUT THEM IN THE POOL FULLY CLOTHED AND THEY ARE ABLE TO DO THAT ALSO. THEY DO THAT WITH CLOTHING BECAUSE NORMALLY THE KID, THE TODDLER WILL HAVE CLOSE ON WHEN THEY GO OUT AND THEY FALL INTO THE POOL. THAT IS A GREAT PROGRAM. THEN THEY WOULD WASH IT DOWN, SCRUB OUT THERE TOILETS, THEIR SINKS, DRY THE TOILET SEATS AND PUT FRESH PAPER INTO THE RESTROOMS. THE RESTROOMS IN THE PUBLIC PARKS WE DO NOT HAVE PAPER TOWELS THAT. THE REASONS FOR THAT IS THAT ONE OR TWO PEOPLE WILL TAKE ALL THE PAPER TOWELS AND SHOVE THEM IN THE TOILET AND CAUSE DAMAGE OR A GIGANTIC CLOG. THE SPORTS FACILITIES WE DO HAVE PAPER TOWELS OR A HAND DRYER. IT SEEMS TO BE MORE, WE DO NOT HAVE THAT ISSUE. WE HAVE HAD HAND SOAP IN THE BATHROOMS, PUBLIC RESTROOMS AND THE PARK ONES, THEY WILL TEAR THEM RIGHT OFF THE WALLS. WE HAVE A DIAPER CHANGING STATION IN A FEW OF THE RESTROOMS, THEY ONLY LAST A YEAR BEFORE THEY HAVE TO REPLACE THEM BECAUSE THEY BEAT THEM UP. WE HAVE HAND DRYERS THAT SAY COMMUNITY CENTER PARK RESTROOM, THAT WAS ONE OF OUR NEWER RESTROOMS BY THE SPLASH PAD. THIS ONE HERE. WHEN IT CAME, IT IS KIND OF LIKE THE NEW ONE, TRACY BUILT-IN HAND DRYERS, THEY HAVE BEEN STOLEN AT LEAST TWO TIMES AT A COUPLE HUNDRED DOLLARS A PIECE, THEY WILL TAKE THEM RIGHT OFF THE WALL. WELL, AS STAFF HAS CONTINUED TO USE THE UDO ON A DAILY BASIS, WE'RE COMING TO YOU AGAIN WITH SOME ADDITIONAL AMENDMENTS. SO, LET ME GO AHEAD AND START.

THE FIRST AMENDMENTS WE ARE SUGGESTING ARE TO OUR LAND USE TABLE. WHEN THE UDO WAS ORIGINALLY DEVELOPED, IT WAS -- HAD CLUSTER HOMES WITH THE 4,000-SQUARE- FOOT LOT.

HOWEVER, THE MINIMUM NUMBER OF UNITS FOR A CLUSTER HOME LOT IS FOUR. SO, INADVERTENTLY, THE 4,000 WAS A MISTAKE. SO, WHAT WE ARE SUGGESTING IS TO INCREASE IT TO A 12,000-SQUARE-FOOT LOT.

ANOTHER ONE THAT WE ARE SUGGESTING TO ADD TO THIS

RESIDENTIAL USE IS COTTAGE HOMES.

COTTAGE HOMES WAS IN OUR PREVIOUS SUBDIVISION ORDINANCE. TYPICALLY, WE HAVE COTTAGE HOMES IN OUR HISTORIC DISTRICTS.

THEY HAVE THE SMALLER LOT SIZE OF THE 4,000 SQUARE FEET. AND BASICALLY, WHAT WE DID WAS COPY AND PASTE FROM OUR OLD ORDINANCE INTO THE NEW ONE, BUT TO PUT IT INTO OUR LAND USE TABLE.

THE OTHER ADDITION IN THE LAND USE TABLE THAT WE ARE SUGGESTING IS UNDER THE INFRASTRUCTURE LOT, TO ADD DATACENTERS. IN PARTICULAR, THESE ARE DATACENTERS AND CRYPTO MINING FARMS. AS TIMES HAVE CHANGED, WE ARE SEEING THAT IT IS NEEDED FOR US TO ADD THIS INTO OUR LAND USE TABLE AND KIND OF START PUTTING SOME REGULATIONS ON IT.

WE HAVE HAD THE MOST RECENT ONE ON MAIN STREET AND SO ON OUR NEXT ONE, I'LL KIND OF GO INTO THE USE- SPECIFIC STANDARDS, KIND OF TO OUTLINE WHAT WE'RE SUGGESTING TO USE FOR THAT DATA CRYPTO. SO, FIRST, FOR GOING BACK TO THE SPECIFIC USE STANDARD, THESE ARE THE COTTAGE HOMES.

WE HAD LEFT IT WHERE WE DID AMENDED SITE PLANS ARE NOW REQUIRED AT 30%, BUT IN OUR LANDSCAPING, WE WERE DOING 25%, SO THERE WAS A CHANCE THAT THEY WEREN'T -- THEY WOULDN'T HAVE TO DO AN AMENDED SITE PLAN BUT THEY WERE HAVING TO AMEND THEIR LANDSCAPING PLAN, SO TO TRY TO KEEP SOME CONSISTENCY, WE WENT AHEAD AND MOVED EVERYTHING TO THAT 30% TO TRIGGER NEW CALCULATIONS AND SUCH. IN OUR RELIEF PROCEDURES, WITH OUR VARIANCES, WE DID DO WHERE WE NOTIFY THE RESIDENTS SURROUNDING THE EFFECTIVE VARIANCE PROPERTY WITH 200 FEET.

HOWEVER, NOW THAT WE HAVE THOSE SEPARATION STANDARDS TO SINGLE- FAMILY RESIDENTIAL, WE WANTED TO BE MORE CONSISTENT. WE WILL CONTINUE TO SEND NOTICE TO ALL RESIDENTS WITHIN 200 FEET OF THE VARIANCE, BUT ALSO, THE AFFECTED SINGLE- FAMILY RESIDENTIAL THAT ARE AFFECTED BY THAT SEPARATION STANDARD.
