WHAT WE ARE PROPOSING TO DO IS TO RECLAIM THE EXISTING BASE MATERIALS, STABILIZED WITH THE ADDITION OF A MENTOR. A PRIME CODE ON TOP OF THAT TO SEAL COAT AND IN THE AREAS THAT YOU SEE ON THE MAP SHOWN IN RED, WE PLAN ON PUTTING TWO INCHES OF HOT MIX APPS -- ASPHALT. THIS IS WHERE THE TRUCKS CROSS TO THE OTHER SIDE OF THE YARD, THESE ARE THE AREAS THAT PROBABLY HAVE THE MOST DAMAGE TO THE CURRENT STREET SECTION. THAT IS QUITE A TASK FOR THE CURRENT PEOPLE THAT ARE TAKING CARE OF THAT. THEY ARE ON CALL 24 HOURS A DAY, SEVEN DAYS A WEEK AND FOR TWO WEEK ROTATIONS. AS OF RIGHT NOW, DUE TO STAFFING, WE CURRENTLY HAVE A THREE WEEK ROTATION. ONE WEEK OF A FOUR-DAY, 10 HOUR WORK SCHEDULE . OUR NORMAL ROTATION, WHEN FULLY STAFFED, IS FIVE WEEKS , THREE WEEKS OF A FOUR 10 HOUR WORK DAYS AND THREE WEEKS OF AN EIGHT HOUR ON CALL SCHEDULE. THAT IS IF WE WERE FULLY STAFFED WITH THE FROZEN POSITIONS. SO THIS YEAR, FROM -- LAST YEAR FROM JANUARY TO DECEMBER, WE HAD A LOOK TOTAL OF 100 -- 1988 CALLS. MAJORITY OF OUR CALLS CAME FROM THE FIRST AND FOURTH QUARTER. SOMETIMES, YOU KNOW, WE WOULD EXPECT TO SEE A LOT OF OUR CALLS COME FROM, YOU KNOW, THE SUMMER MONTHS. AT THIS POINT, THE FIRST QUARTER AND FOURTH QUARTER, THE WINTER MONTHS HAVE BEEN SOME OF THE MORE CHALLENGING ISSUES. LOOKING AT THIS CHART AS WELL, WE ARE SEEING A TOTAL OF 86 WATER/SEWER LINE REPAIRS IN THE FIRST QUARTER AND A TOTAL OF 63 IN THE FOURTH QUARTER. ALL THIS, ONCE AGAIN, DURING THE WINTER MONTHS.

WE HAVE SEEN THIS IN THE SUMMER MONTHS WITH THE SHIFTING OF THE DROUGHT, THIS YEAR HAS, OBVIOUSLY, BEEN DIFFERENT.

MOVING FORWARD. RIGHT NOW, WHAT WE ARE PROPOSING IS TO GO AHEAD AND MOVE FORWARD WITH THE 200 HOUR CONTRACT WITH POWER SCOOP UTILITY LLC, THIS IS SOMETHING THAT WE PUT THROUGH THE BIDDING PROCESS, THEY WERE THE BEST VALUE FOR THE CITY. JUST A QUICK MESSAGE, THE VICTORIA FIRE DEPARTMENT AND ALL HAZARD DEPARTMENT, MEANING WE CAN ADDRESS ANY TYPE OF EMERGENCY THAT, YOU KNOW, HAPPENS WITHIN THE CITY AND THE COUNTY. WHEN I TALK ABOUT THAT, 40 SQUARE MILES OF THE CITY, WE ALSO COVER ALMOST 900 SQUARE MILES OF THE COUNTY. THIS YEAR WAS A SIGNIFICANT YEAR, WE CROSSED 14,000 RUNS FOR THE FIRST TIME AND WITH THAT, WE SAW ALL TYPES OF EMERGENCIES, FROM HEAD ON COLLISIONS TO SOME NOTABLE EMERGENCIES, WE HAD A 100 ACRE FIRE, WHERE WE ACTUALLY HAD TO COORDINATE WITH THE FORESTRY SERVICE AND DO WATER DROPS, SIMILAR TO , IF YOU WATCHED THE NEWS IN CALIFORNIA, WE WERE DOING THE SAME HERE IN VICTORIA. IT JUST INCREASES WORKLOAD ON MEMBERS THAT ARE HERE WITH US AND AND OVERWORKED WORKFORCE, YOU KNOW, IT CREATES FATIGUE AND COULD LEAD TO POTENTIAL INJURIES.
