OUR OVERALL TEAM CONSISTED OF 24 INTERNAL TEAMS WHICH ENCOMPASSED 152 PARTICIPANTS THE TOTAL MILEAGE OF CITY OF VICTORIA WAS 29,215 THAT IS QUITE A BIT. THE TOP PERFORMING TEAMS INCLUDE THE VICTORIA POLICE DEPARTMENT SWAT TEAM, NEW KIDS ON THE SIDEWALK WHICH IS A TEAM FROM THE PLANNING DEPARTMENT AND ANOTHER TEAM WITH THE VICTORIA POLICE DEPARTMENT. THESE DEPARTMENTS, SPECIFICALLY POLICE AND PUBLIC WORKS HAD THE BIGGEST ISSUE WITH VACANCIES, A LOT OF THESE EMPLOYEES ARE HAVING TO WORK EXTRA. EXTRA OVERTIME , IT CAN LEAD TO BURNOUT AND IT CAN IMPACT MORALE , THE FACT THAT THEY ARE HEAVILY WORKED. WE WERE TRYING TO THINK CREATIVELY HOW WE CAN HELP SUPPLEMENT AND HELP SUPPORT THEM. SIX MONTHS IS IMPORTANT BECAUSE NORMALLY AN EMPLOYEE GOES [00:35:01] THROUGH A PROBATIONARY PROCESS DURING THE SIX-MONTH PERIOD. WE WANT TO BE MINDFUL OF THE FACT THAT AN EMPLOYEE NEEDS PTO AND IF SOMETHING HAPPENS AND THEY NEED HOURS TO HAVE AN OPTION TO CONTRIBUTE TO THE CATASTROPHIC POLICY. FOR EMPLOYEES WHO HAD BELOW 60 HOURS, THEY WOULD NOT BE ABLE TO SELL ANY BACK BUT THEY WOULD BE ABLE TO RECEIVE THE $500. TONIGHT I'M HERE TO ASK YOU TO CONSIDER THE CONSTRUCTION CONTRACT FOR THE UTILITY IMPROVEMENTS ON BRIGGS BOULEVARD AT SPRING CREEK CROSSING. THIS PROJECT INVOLVES RELOCATION OF A 12 INCH WATER LINE RAN THROUGH SOME OF THE RIGHT AWAY THAT WAS PURCHASED FOR THIS PROJECT FOR THE TXD.O.T. CONSTRUCTION OF THE NEW BRIDGE. IT IS APPROXIMATELY 750 FEET OF 12 INCH WATER LINE WOULD BE INSTALLED. IT WOULD ALSO BE SANITARY SEWER WORK. ONE MANHOLE WOULD BE REMOVED AND A SEGMENT OF LINE WOULD BE PUT IN ITS PLACE , A NEW SANITARY SEWER MANHOLE WOULD BE INSTALLED FURTHER UPSTREAM AWAY FROM THE CREEK AND CLOSER TO THE CREEK AN EXISTING MANHOLE THAT IS AT A T JUNCTION. THAT MANHOLE WE WOULD NEED TO GO IN AND DO SOME REHABILITATION TO THE INSIDE OF IT. THE CONCRETE INTERIOR HAS DETERIORATED CONSIDERABLY OVER THE YEARS. THE BUDGET ESTIMATE WAS $250,000 . THREE PROPOSALS WERE RECEIVED AND WE STRUCTURED THESE PROPOSALS IN THE FORM OF A BASE BID AND ALTERNATE BID. THE PRIMARY DIFFERENCE BETWEEN THESE TWO IS THE MATERIAL FOR THE PIPE TO BE USED ON THE WATER LINE CROSSING, THE BASE BID WAS A FUSIBLE PVC PIPE. THE ALTERNATE BID USED A FEASIBLE HIGH DENSITY POLYETHYLENE PIPE. I KNEW THERE WAS A COST DIFFERENCE BETWEEN THE TWO , I DID NOT KNOW HOW MUCH OF A COST DIFFERENCE , THIS GIVES THE BACKGROUND INFORMATION GOING FORWARD FOR FUTURE PROJECTS . THREE PROPOSALS RECEIVED WERE FROM BRANCH CONSTRUCTION GROUP, LLC, MERCER CONSTRUCTION COMPANY AND DNR CONTRACTING SERVICES INC. WHEN WE SCORE THE PROPOSALS, GRANTS CONSTRUCTION GROUP WAS DETERMINED TO PROVIDE THE BEST VALUE TO THE CITY UTILIZING THEIR ALTERNATE BID OF $329,470 . THIS PROJECT, THIS BID PRICE IS ABOUT $79,470 OVER OUR BUDGET. WE BELIEVE THERE WILL BE SOME COST SAVINGS. GOING INTO THE BID WE DETERMINED THERE IS NO WAY TO SHUT OFF THE WATER FROM MILLETT DRIVE TO THE OTHER SIDE OF CITIZENS HEALTH PLEX . THE TWIN PINES NURSING HOME RIGHT THERE IS TIED TO THAT LINE ON BRIGGS [01:05:03] BOULEVARD AND WE WOULD HAVE TO SHUT THEM DOWN FOR WATER FOR A PERIOD OF TIME WE DID NOT WANT TO DO THAT , SO WE BID TWO ITEMS, IT IS CALLED INSERT A VALVE, THESE ARE EXPENSIVE , ABOUT $40,000 APIECE , HENCE WE ARE $8000 OF THE ORIGINAL BUDGET. PUBLIC WORKS TOLD US, THEY HAVE LOCATED A VALVE THAT WILL ALLOW US TO MAINTAIN SERVICE AT TWIN PINES AND STILL SHUT OFF THE WATER BETWEEN THERE AND THE CREEK. FOR THOSE OF YOU WHO ARE NOT FAMILIAR WITH BOND REDEMPTION IT IS JUST PAYING OFF DEBT EARLY AND MAKING ADDITIONAL MORTGAGE PAYMENTS ON YOUR HOUSE. IN SOME CASES, PRIMARILY TO SAVE INTEREST , IN THIS CASE WE UTILIZE THE STRATEGY TO CREATE THAT CAPACITY IN SPECIFIC YEARS IN ORDER TO ISSUE A NEW DEBT FOR CIP PROJECTS. A LITTLE MORE INFO ON THIS $500,000 , IT REPRESENTS ABOUT .89 CENTS ON THE TAX RATE. IT ALSO EQUATES TO ABOUT SIX TO $6.5 MILLION IN THAT CAPACITY, 500,000 -- IT WOULD MEAN 500,000 IS WHAT IT WOULD TAKE TO SERVICE THAT LEVEL OF DEBT EACH YEAR.
