BUSINESS, WE ARE GOING TO SWITCH AROUND THREE TOPICS THAT WE ARE GOING TO BEGIN WITH. COMMUNITY CENTER MASS PLAN.

WELCOME. >> GOOD AFTERNOON, MADAM CHAIR, MEMBERS OF THE COMMISSION. TODAY, I'M GOING TO PROVIDE YOU A BRIEF UPDATE ON WHERE WE ARE, WITH THE COMMUNITY CENTER MASTER PLAN. AS WE KNOW, WE RECENTLY ACQUIRED A CONSULTANT TO DEVELOP A MASTER PLAN FOR THE COMMUNITY CENTER. THE GOAL, ESSENTIALLY, IS TO COMPLETELY RENOVATE, THE COMMUNITY CENTER FACILITIES AND THE GROUNDS AS WELL. ESSENTIALLY, TO ATTRACT MORE VISITORS AND EVENTS TO THE COMMUNITY CENTER. THIS MAP HERE, THIS IS PART OF THE REGIONAL FACILITY. IT ATTRACTS USERS AND VISITORS FROM ACROSS THE REGION. IT IS VERY ACCESSIBLE FROM MAJOR HIGHWAYS AND AFFAIRS. IT IS VERY WELL LOCATED. THE COMMUNITY CENTER, AS YOU CAN SEE ON THIS MAP, WILL SIT ON 68 ACRES. IT IS VERY UNIQUE. IT HAS NUMEROUS ENTRANCES. IT HAS 68 VERY UNIQUE ACREAGE. IT IS UNIQUE.

IT PROVIDES A LOT OF DIFFERENT USES. YOU CAN SEE ON THIS MAP, WE HAVE ADULT SOFTBALL, WE HAVE THE FACILITY ITSELF. THAT INCLUDES THE DORM, INCLUDES THE ARENA, AND IT INCLUDES THE LIVESTOCK PAVILION, PARKING, AND WE ALSO HAVE THE SOCCER FIELDS AT THE COMMUNITY CENTER. SKATEBOARD, SKATE PARK, AND PARKING. OF COURSE, WE WILL HOST THE LIVESTOCK SHOW AT THE END. IT IS VERY UNIQUE. IT SITS ON 68 VERY UNIQUE TOTAL ACRES.

AS FAR AS THE MUNITIONS OF THE FACILITIES, CONSISTING OF 90,000 SQUARE FEET. IT WAS BUILT BACK IN 1968. IT WAS VERY OLD, AND DATED. 312,000 SQUARE FEET. YOU HAVE THE NX THAT IS ABOUT 7279 SQUARE FEET. YOU HAVE THE ARENA. WHICH IS THE LARGEST PART OF THE COMMUNITY CENTER. 46,000 SQUARE FEET. WE KNOW FOR SURE, THE FACILITIES LACK SIGNAGE. THERE'S ONLY ONE ENTRANCE AT THE COMMUNITY CENTER. THE GOAL IS TO HAVE MULTIPLE ENTRANCES, FOR THE USERS. THE MAIN OFFICE AS YOU COME IN, WILL BE THE COMMUNITY CENTER THAT IS VERY VISIBLE.

THIS IS TO THE SIDE OF THE DORM. THE PARKING LOT NEEDS IMPROVEMENT. ALSO, WE NEED MORE LANDSCAPING AT THE COMMUNITY CENTER. THESE PICTURES, SHOW YOU WHERE SOME OF THE FACILITIES ARE. THE FIRST IS THE DORM. IT IS VERY UNIQUE IN SHAPE IT IS CIRCULAR. IT IS IN VERY GOOD CONDITION. IT DOES NEED CLIMATE CONTROL. IT NEEDS TECHNOLOGY UPGRADES. AT THE MOMENT, IT IS VERY COLD. I THINK SOME OF YOU HAVE BEEN IN THE DORM. IT IS COLD. THIS IS WHAT WE ARE WORKING TO IMPROVE.

THIS IS THE CLIMATE CONTROL. WI-FI, IT REALLY DOESN'T WORK.

WE ARE GETTING NUMEROUS COMPLAINTS THAT WE CANNOT GET TELEPHONE SERVICE. -- IN THE FACILITY. THE SOUND SYSTEM ALSO NEEDS TO BE UPGRADED. WITH REGARDS TO THE ARENA, IT IS FAIRLY NARROW FOR RODEO. WE HAVE HEARD THAT FROM THE

LIVESTOCK AND RODEO USERS. IT IS TOO NARROW FOR THE USERS.

THE FLOORS ARE TOO HARD FOR HIM RODEO. THE ANIMALS IN THE PAST WOULD GET INJURED. BECAUSE OF THE FLOOR IN THE ARENA. IN THE BACK OF THE COMMUNITY CENTER, WE HAVE THE LIVESTOCK SHOW PAVILION. IT IS IN VERY GOOD CONDITION. HOWEVER, IT HAS NO RESTROOMS. WE HAVE DEDICATED WASH BAGS. THIS IS TO THE LAST -- LEFT OF THE BUILDING. IT NEEDS TECHNOLOGY UPGRADES, WI-FI, SOUND SYSTEMS LACKING. AS WELL AS THE AUDIO. IT IS NOT WELL-EQUIPPED FOR COOKING. THIS IS THE EXISTING CONDITIONS.

SHOWS THE DIFFERENT LOCATIONS OF THE FACILITIES. OF COURSE, HEADING INTO THE COMMUNITY CENTER. THE BLUE, AS THE NX AREA. THIS IS IN REGARDS TO SOUND QUALITY. YOU CAN SEE THE DORM ITSELF. WE HAVE SIGNIFICANT ISSUES THAT WE NEED TO UPGRADE. OF COURSE, THE ARENA IN THE BACK, AND IN THE YELLOW. THE ARENA, IT IS TOO NARROW FOR RODEO, AS I MENTIONED EARLIER. ALSO, WE LOOKED AT THE SOFTBALL FIELDS, TO THE LEFT. THIS IS IN FRONT OF THE COMMUNITY CENTER. THESE ARE THE ADULT SOFTBALL FIELDS. CURRENTLY, WE HAVE A FOUR FIELDS RIGHT THERE. THESE FIELDS NEED TO BE UPGRADED. THE FACILITIES IT ITSELF, NEED TO BE IMPROVED. WE NEED NEW RESTROOMS, CONCESSIONS, DUGOUTS, SHADED SEATING, AND A NEW FENCE. IT NEEDS A SIGNIFICANT UPGRADE AT THE SOFTBALL FACILITY. WE ARE LOOKING AT HOW WE CAN IMPROVE.

WE ALSO DID A SURVEY. THIS WAS LIVE FOR 21 DAYS. WE RECEIVED 883 RESPONSES FROM THE SURVEY. MOST OF THE RESPONDENTS, CAME FROM THIS PARTICULAR Z.I.P. CODE. 7791. ONE OF THE QUESTIONS THAT WE ASKED, HAVE YOU VISITED THE COMMUNITY CENTER? MOST OF THE RESIDENTS, AND THE RESPONDENTS, HAVE AT LEAST FIVE TIMES. THEY HAVE VISITED THE COMMUNITY CENTER.

WE ALSO THINK WHAT WE SHOULD IMPROVE AT THE COMMUNITY CENTER. MOST OF THE RESPONSES, WERE THAT THE INDOOR ARENA NEEDED TO BE IMPROVED. THE PARKING LOT NEEDS TO BE IMPROVED, AS WELL AS LARGER EVENTS AT THE COMMUNITY CENTER.

MOST OF THE RESPONDENTS, ALSO SAID THAT THEY WOULD LIKE TO SEE MORE RODEO SHOWS AT THE COMMUNITY CENTER, AND ALSO MAJOR CONCERTS. THOSE WERE THE TWO MAIN RESPONSES. THIS IS FROM THE FEEDBACK. WE ESTABLISHED THE WINNING COMMITTEE. WE HAVE REPRESENTATIVES FROM THE CITY.

PARKS AND RECREATION COMMISSION, THIS IS PART OF THE CHAIR. WE ARE JUST SHOWING PARTICIPANTS, AS WELL AS VICTORIA COLLEGE. THIS WILL SERVE AS THE PLANNING COMMITTEE, WORKING TO SOLVE THAT AND PROVIDE FEEDBACK. THIS IS PART OF THE PLANNING PROCESS. WE HAVE HELD SEVERAL WORKSHOPS, WHERE WE HAVE HAD OVER 50 COMMUNITY RESIDENTS ATTEND, AS WELL AS STAKEHOLDERS. THEY HAVE

PROVIDED SOME VERY GOOD INPUT, AS TO HOW WE CAN LOOK AT THE COMMUNITY CENTER. BASED ON THE FEEDBACK THAT THE COMMITTEE RECEIVED FROM THE SURVEY, AND THE WORKSHOPS, THIS MAP AND SITE PLAN, SHOWS WHERE SOME IMPROVEMENTS CAN OCCUR. AS YOU CAN SEE ON THE LEFT, YOU CAN SEE THE IMPROVEMENTS THROUGH THE ADULT SOFTBALL FIELDS. WE HAVE FOUR SOFTBALL FIELDS. ONE OF THE FOUR SOFTBALL FIELDS WILL BE CONVERTED INTO A BASEBALL FIELD. YOU WILL HAVE NEW BATHROOMS, AND ALSO BLEACHERS, AND COVERED SEATING, AND SESSIONS. YOU CAN SEE THE IMPROVEMENTS RIGHT THERE. BASEBALL FIELD IS NUMBER 15. IT WILL BE LARGE ENOUGH TO ACCOMMODATE HIGH SCHOOL BASEBALL. YOU CAN SEE WHERE WE PLAN TO MAKE IMPROVEMENTS TO THE ENTRANCE. THIS IS NUMBER FOUR. THIS IS TO THE COMMUNITY CENTER. AT THE MOMENT, THERE IS ONLY ONE ENTRANCE TO THE COMMUNITY CENTER. THIS IS THE FRONT. WITH THE COMPOSED IMPROVEMENTS, WE HAVE ENTRANCES AT THE ARENA, THE EXPO CENTER, AS WELL. YOU CAN SEE THE BIG IMPROVEMENTS WITH NUMBER SIX.

THIS IS A NEW COVERED EVENT,/ARENA. THIS WOULD BE USED FOR LIVESTOCK. THIS IS AS WELL AS PARKING. THIS IS WHERE THE CHRONICLE TAKES PLACE. YOU CAN SEE ON NUMBER 13, WE WILL HAVE RV PARKING. WE WILL HAVE DIRECT ACCESS TO THESE FACILITIES. PARKING WAS A MAJOR CONCERN FROM THE STAKEHOLDERS.

YOU CAN SEE HERE, THE CONSULTANT AND THE PLANNING COMMITTEES, THEY WORKED REALLY HARD TO HAVE MORE PARKING ON SITE. AT THE MOMENT, WE ARE LOOKING AT ABOUT 2800 PARKING SPACES ON SITE. WE THINK THAT SHOULD BE AT LEAST SUFFICIENT.

THIS IS A DIFFERENT LAYOUT. INSTEAD OF HAVING ONE ENTRANCE, AT THE VERY FRONT, THERE WILL BE TWO ADDITIONAL ENTRANCES.

ONE OF THEM INTO THE EXPO. ANOTHER ONE AT THE NEW COMPOSED COMMUNITY CENTER. THIS IS THE NICE BOULEVARD. USE BETWEEN THE BUILDINGS. FROM THE EXPO CENTER, WE ARE CALLING THE OLD ARENA. THIS IS THE RECOMMENDATION. THE DIRT FLOOR IN THE ARENA, THIS IS GOING TO BE REPLACED WITH CONCRETE. THIS WILL BE ANOTHER DEDICATED ENTRANCE, OFFICE, SECTIONS, AND RESTROOMS AT THE EXPO. WE HAVE DIFFERENT EXPOSITIONS, AS WELL AS SPORTING EVENTS. WE HAVE SPORTING EVENTS THAT COULD OCCUR IN THE EXPO HALL. AGAIN, THIS IS CURRENTLY THE OLD ARENA. CONVERTING IT INTO AN EXPO CENTER. VOLLEYBALL, PICKLE BALL, AND WE CAN HAVE TRADITIONAL TRADESHOWS. WE CAN HAVE BANQUETS, INDOOR SOCCER. ESSENTIALLY, CONVERTING IT TO AN EXPO SPORTING EVENT FACILITY. FINALLY, WE WOULD ALLOW THE CONSULTANT AND THE STAKEHOLDERS, SUGGESTING BUILDING A NEW, COVERED ARENA. THIS WOULD IMMEDIATELY GO FROM THE BACK TO THE REAR OF THE CURRENT ARENA. THIS COVERED ARENA, WOULD BE APPROXIMATELY 85,000 SQUARE FEET. ABOUT 130 BY 280 FOOT AREA. IT WOULD PROBABLY SIT AROUND 3000

SPECTATORS. TICKET ROOMS, RESTAURANTS. IT CAN BE USED FOR CONCERTS AND SO FORTH. THAT IS THE PROPOSED ARENA. AGAIN, THAT WOULD HAVE AN ENTRANCE, A DEDICATED ENTRANCE, TOWARDS THE BOULEVARD. THE SAME AS THE OLD ARENA. THIS IS ANOTHER VIEW OF THE PROPOSED ARENA. THIS WOULD SIT AROUND 3000. YOU CAN SEE THAT IT CAN BE CONVERTED FROM USING IT AS A RODEO. AND, LIVESTOCK SHOWS. THIS CAN ALSO BE USED FOR THE CONCERT VENUE.

CHANGING IT TO A CONCERT VENUE. THIS WOULD BE ACCOMMODATED BY 4000 SPECTATORS. FINALLY, THIS IS A VIEW OF THE SOFTBALL AND BASEBALL FACILITY. AGAIN, YOU CAN SEE THAT WE HAVE FOUR FIELDS. THREE SOFTBALL FIELDS, AND ONE OF THE BASEBALL FIELDS.

THIS WOULD ACCOMMODATE HIGH SCHOOL BASEBALL. THAT IS THE PROPOSED RECOMMENDATIONS. SUGGESTIONS FROM THE COMMITTEE AS WELL AS THE STAKEHOLDERS, WE ARE STILL WORKING WITH THE CONSULTANT. THIS IS TO FINALIZE THE PLANS. THE NEXT STEP, IS FOR THE CONSULTANT TO PRESENT THIS PLAN. THE MASTER PLAN TO CITY COUNCIL SOMETIME AT THE END OF SEPTEMBER. WE WILL COME BACK AND TALK ABOUT THAT. I KNOW FOR SOME CONCERTS, BIGGER STAGES, YOU CAN FIT A BIG STAGE IN THE. HOW DID THEY COME TO

THAT 24 NUMBER? >> FROM WHAT I UNDERSTAND, THERE IS A STANDARD FOR SAFETY REASONS. I HAVE GOT TO FIND OUT SPECIFICALLY FROM THE CONSULTANT, WHY IT IS THAT HEIGHT. I KNOW FROM THIS PARTICULAR ONE THAT WE ARE LOOKING AT, IT HAS TO BE MORE THAN 24 FEET.

THIS INCLUDES THE CORONATION ISSUE. HOW DID WE DO THIS SUMMER? WHAT PERCENTAGE OF THE SPLASH PAD'S WERE OPEN?

>> WE WERE ELATED FOR THE PROJECT. I WOULD SAY IF WE REMEMBER CORRECTLY, WE HAD A $183,000 ACTION AT THAT POINT.

PRACTICALLY PUTTING IN A SPLASH PAD FOR THE NEXT 15 YEARS. VERY LITTLE ISSUES GETTING IT UP AND RUNNING. THE WORK THAT WAS DONE, WAS DEFINITELY NEEDED TO CHANGE IN THE LOWER IT INTO THE GROUND. HELPING THE FLOW THAT WAS NEEDED, TO ALLOW THE CHEMICALS TO STAY BALANCED. THIS IS BETWEEN THAT TIME. IT CAME BACK UP. IT IS VERY LIMITED IN DOWNTIME. THIS IS VERY LIMITED WITH THE HURRICANE BOROUGH. WE WERE ABLE TO BRING THEM UP WITHIN 24 HOURS, AND GET THOSE CHEMICALS BALANCED.

WE CAN CAUSE THEM SOME STUFF AS WELL. NOWHERE CLOSE TO ANYWHERE THAT WE HAD ON IT. THE SUSTAINABILITY OF THAT SPLASH PAD WAS HUGE. DOING THE RENOVATION THAT WE NEEDED. THE COMMUNITY SPLASH PAD WAS HERE AS WELL. THIS IS AUGUST AND SEPTEMBER. THIS SUMMER, WE HAVE HAD VERY LIMITED DOWNTIME TO THE COMMUNITY CENTER SPLASH PAD. THIS IS VERY LAST WEEK.

QUICK 24-HOUR FIX. ABLE TO HANDLE A BUNCH OF STUFF IN HOUSE. DEFINITELY HAS BEEN A BLESSING FOR A SEASON. MAYBE SOME OF THAT HAS HAD TO DO WITH TEMPERATURE AS WELL. WE HAVE HAD TEMPERATURES UNDER 100 DEGREES. WE CAN SUSTAIN THAT FOR TWO OR THREE YEARS IN A ROW. WE ARE ON TRACK.
