LIFE SKILLS AND HAVE ATTITUDES TO BE SELF-DIRECTIVE AND CONTRIBUTING MEMBERS OF SOCIETY.

IT IS MORE THAN 550,000 URBAN, SUBURBAN AND RURAL YOUTH PARTICIPANTS FROM 8 TO TPHAEUPB TEEN AND COMING FROM DIVERSE ECONOMIC BACKGROUND AND REPRESENT A CROSS SECTION OF THE STATE. AND WHEREAS THE PROGRAM UNDOUBTEDLY COULD NOT HAVE ACHIEVED THE SUCCESS IT HAS WERE IT NOT FOR THE SERVICE OF MORE THAN 22,000 VOLUNTEERS THAT HAVE GIVEN GENEROUSLY OF THEIR TIME, TALENTS AND ENGINES AND RESOURCES TO THE YOUTH OF TEXAS AND WHEREAS THROUGHOUT ITS PROUD HISTORY THE 4H PROGRAM HAS DEVELOPED ROLE MODELS AND THROUGH THE INSPIRING PROGRAMS CONTINUES TO BUILD CHARACTER IN AND STILL THE VALUE THAT'S HAVE MADE OUR STATE STRONG AND GREAT. AND THEREFORE THE CITY OF VICTORIA, TEXAS DECLARES OCTOBER 1ST THROUGH 7TH, 2023 TO BE NATIONAL VICTORIA WEEK AND GIVE THE AGRI LIFE EXTENSION SERVICES AND THE MANY MEN AND WOMEN WHO HAVE

GOOD EVENING. MY NAME IS PAGE NELSON WITH THE 4H YOUTH DEVELOPMENT PROGRAM. I AM THE 4H EXTENSION AGENT IN VICTORIA COUNTY. HAVE I BEEN HERE FOR OVER EIGHT YEARS. AND SO WE ARE SO EXCITED ABOUT NATIONAL 4H WEEK. THIS IS OUR WEEK THAT WE BASICALLY SAY THANK YOU AND BRING AWARENESS TO 4H, ALL OF OUR DONORS AND SPONSORS AND COMMUNITY MEMBERS, YOU GUYS THOSE FAMILIAR WITH THE 4H PROGRAM, WE THANK YOU FOR BEING OUR ADVOCATE AND SPREADING THE WORD ABOUT 4H.

I HAVE OUR SENIOR AMBASSADOR AND A FEW ARE MISSING DUE TO SPORTS. I WOULD LIKE TO INTRODUCE THEM.

THEY ARE OUR FACE OF THE 4H PROGRAM AND THEY PROMOTE THE 4H PROGRAM AND THEY LEAD THE 4H PROGRAM AND THEY ARE THE VOICE OF 4H PROGRAM. I WANT TO INTRODUCE THE GUYS I HAVE HERE AND THEY HAVE A COUPLE WORDS TO SAY.

IF Y'ALL WILL STAND UP, I'LL INTRODUCE YOU.

IT WILL BE HARD, ABOUT YOU WE WILL START IN THE BACK WITH LANEY AIKEN NOAH, LEVI, PAYTON, ABBIE NUNEZ, AMREY, THOMAS, LAYTON, CODY NUNEZ AND TRAVIS. SO THEY WILL GIVE AN INTERPRETATION OF OUR PROGRAM AND OUR GOALS F FOR THIS YEAR.

>> GOOD AFTERNOON. MORE THAN 6 MILLION YOUNG PEOPLE ACROSS THE COUNTRY WILL BE CELEBRATING NATIONAL 4H WEEK. IT IS A CELEBRATION OF 4H HELD THE FIRST FULL WEEK OF OCTOBER. THIS IS A WEEK THAT OUR YOUTH SHOWCASE THE GREAT THINGS THAT 4H OFFERS YOUG PEOPLE AND HIGHLIGHTS THE INCREDIBLE YOUTH IN OUR COMMUNITY WHO WORK EACH DAY TO MAKE A POSITIVE IMPACT ON THE COMMUNITY.

>> NATIONAL 4H WEEK IS ALSO A WEEK THAT WE RECOGNIZE OUR VOLUNTEERS, SPONSORS, DONORS AND SUPPORTERS.

WE KNOW OUR PROGRAM WOULD NOT FUNCTION WITHOUT THE TIME, DEDICATION AND PASSION OF THESE HARD-WORKING INDIVIDUALS IN OUR

COMMUNITY. >> THE 4H PROGRAM HAS 15 DIFFERENT COMMUNITY AND PROJECT CLUBS ACROSS THE COUNTY FOR YOU TO BE A PART OF. SOME OF THE MAJOR PROJECTS PARTICIPATE IN OUR SHOOTING SPORTS, LIVESTOCK AND FOOD AND NUTRITION AND OUTDOOR EDUCATION AND LEADERSHIP.

>> LAST YEAR WE HAD OVER 500 ACTIVE 4H MEMBERS AND HUNDREDS OF VOLUNTEERS. OUR GOAL AS AMBASSADORS IS TO CONTINUE TO INCREASE OUR MEMBERSHIP EVEN MORE FOR THE NEW 4H YEAR AND CONTINUE TO SPREAD THE WORD ABOUT 4H AND

BEFORE WE GIVE OUR BEAUTIFICATION AWARD I WANT TO HIGHLIGHT WHAT MR. RAYMOND SAID ABOUT THE OCTOBER 21ST NEIGHBORHOOD CLEAN UP THAT IS COMING UP AND IT IS A GREAT DEAL OF FUN. AND WE HAVE A LOT OF FOOD.

WE START WITH DONUTS AND WE END WITH HOT DOGS.

YOU CAN'T BEAT THAT. GOOD COMMUNITY WORK AND HELPING OUT THE RESIDENTS. I WILL INTRODUCE MEREDITH, OUR CHAIR FOR THIS COMMITTEE AND THE CHAIR FOR KEEP VICTORIA

EVENING, COUNCIL. ALWAYS NICE TO BE HERE.

ACTUALLY BEFORE I GET STARTED I WOULD LIKE TO EXTEND A BIG THANK YOU TO EVERYONE WHO CAME OUTLAST MONTH AND HELPED WITH OUR FALL SWEEP. IT WAS A HUGE SUCCESS.

WE GOT A LOT OF WORK DONE AROUND THE CITY, AND IT IS AMAZING HOW FAST THAT MORNING GOES AND HOW MUCH TRASH GETS PICKED UP AND HOW BIG OF AN IMPACT IS MADE ON OUR COMMUNITY IN JUST A COUPLE OF SHORT HOURS.

ON BEHALF OF KVB I WOULD LIKE TO EXTEND THANKS TO EVERYBODY WHO CAME OUT AND SUPPORTED US THAT DAY.

TONIGHT WE ARE HERE TO AWARD THE OCTOBER BUSINESS BEAUTIFICATION AWARD TO A BUSINESS THAT HAS BEEN IN EXISTENCE FOR MORE THAN A HUNDRED YEARS.

THEY ARE LOCATED AT THE CORNER OF SAM HOUSTON AND MOCKINGBIRD SINCE 1935, SO MORE THAN 40 YEARS.

THE WINNER IS THE SAM HOUSTON TRUST AND BANK.

THEY ARE LOCATED ON A VERY VISIBLE AND BUSY CORNER RIGHT THERE WHERE MOCKINGBIRD AND SAM HUE -- HOUSTON MEET UP NEAR THE POST OFFICE AND HAL MIDDLE SCHOOL.

IT IS A BIG PIECE OF PROPERTY. IT IS A BUSY THOROUGH -- THOROUGHFARE ON BOTH SIDES. THEY HAVE STUCK WITH IT EVEN THROUGH THE EXCEPTIONAL DROUGHT THAT WE HAVE BEEN EXPERIENCING THROUGH THE SUMMER. FROM WHAT I UNDERSTAND THEY HAVE BEEN OUT ACTUALLY BY HAND WATERING THE PLANTS AND MAKING SURE THAT THINGS LOOK NICE WHICH IS A GREAT WAY TO KEEP LANDSCAPING LOOKING NICE WITHOUT WASTING WATER RATHER THAN A SPRINKLER THAT IS GOING TO LOSE A LOT TO EVAPORATION.

AS WE ALL KNOW IN CONSERVATION, HAND WATERING IS A GREAT WAY TO DO IT RESPONSIBLY.

ANYWAY, THAT BEING SAID, THEY HAVE LOOKED WONDERFUL IN SPITE OF EVERYTHING THE WEATHER HAS BEEN THROWING OUR WAY.

SO TONIGHT I WOULD LIKE TO PRESENT THIS AWARD TO THE SAM HOUSTON BRANCH OF TRUST TEXAS BANK.

THE REPORTS I'M GETTING ARE ONCE AGAIN THERE ARE PROBLEMS IN THE CARRIAGE POINT SUBDIVISION AND THERE ARE PROBLEMS WITH PEOPLE PARKING -- OR NOT EVEN PARKING, BUT STOPPING IN THE MIDDLE OF THE STREET AND KIDS RUNNING ACROSS THE STREET FROM THE HIGH SCHOOL TO THAT SUBDIVISION NOT EVENNESS SAERL IN THE -- NOT EVEN NECESSARILY IN THE CROSSWALK.

DURING DROP OFF IN THE MORNING, ARE SOME CARS ARE STOPPING ON MOCKING MOCKINGBIRD. KIDS ARE GETTING OUT OF THEIR CARS WHILE THEY ARE PAUSED AND RUNNING ACROSS THROUGH TRAFFIC.

IT IS JUST NOT A GOOD SITUATION AND THE SCHOOL DISTRICT HAS GOT A PLAN FOR CARS TO BE ABLE TO PULL IN AND DROP THEIR KIDS OFF APPROPRIATELY AND PICK THEM BACK UP APPROPRIATELY AND THIS IS REALLY JUST SOMETHING THAT SOMEBODY HAS TO DO SOMETHING OR WE ARE GOING TO HAVE AN ACCIDENT OF SOME SORT.

I DID MENTION TO THE POLICE CHIEF AND I DON'T REMEMBER THE DETAILS, BUT I REMEMBER YEARS AGO THEY MADE A PROHIBITION ABOUT LEFT TURNS DURING SCHOOL DROP OFF AND PICK UP.

I DON'T KNOW IF ANYBODY REMEMBERS THE DETAILS.

WHILE JUDGE ZELLER CAN'T BE HERE DUE TO HIS DAUGHTER'S 11TH BIRTHDAY HE ASKED ME TO SHARE A FEW THINGS ON HIS BEHALF. ON BEHALF OF JUDGE SWRELER -- ZELLER I WANT TO EXPRESS COMMISSIONER'S COURT CONTINUED SUPPORT FOR A CO-SPONSORSHIP PLAN FOR THE VICTORIA REGIONAL AIRPORT. COMMISSIONER'S COURT BELIEVES THIS STRATEGIC COLLABORATION CAN LEAD TO LASTING ECONOMIC GROWTH, ENHANCE VICTORIA'S CONNECTIVITY WITH THE REST OF NATION AND REINFORCE OUR REGION'S POSITION AS A DESTINATION FOR BUSINESS AND TOURISM.

COMMISSIONER'S COURT IS PLEASED THAT THIS CONCEPT HAS BEEN ENDORSED BY THE VICTORIA CHAMBER OF COMMERCE AND MANY BUSINESS AND RESIDENTS WHO WANT TO SEE ECONOMIC DEVELOPMENT PRIORITIZED THROUGH THIS CO-SPONSORSHIP.

AFTER MONTHS OF CAREFUL CONSIDERATION, DUE DILIGENCE AND HARD WORK BY THE COUNTY AND CITY LEADERS AND MANY OTHERS, THE CITY AND COUNTY HAVE ARRIVED AT AN AGREEMENT THAT ACHIEVES THE GOAL OF A 50/50 AIRPORT CO-SPONSORSHIP STRUCTURE WITH AN INDEPENDENT AIRPORT BOARD.

THE RESOLUTION THAT ALLOWS US TO MOVE FORWARD AND START IMPLEMENTING THE PRODUCT OF THIS GOOD WORK AND PLANNING WAS APPROVED BY CHICKS -- COMMISSIONER'S COURT IN AUGUST.

AFTER COMMISSIONER'S COURT APPROVED THE FINAL PLAN IN AUGUST WHICH I BELIEVE WAS THE 10TH VERSION, THERE HAS BEEN TALK ABOUT GOING BACK TO A PRIOR VERSION OF THE PLAN THAT DOES NOT DIVIDE COSTS 50/50 AND HAS NOT BEEN AGREED TO BY BOTH THE COUNTY AND THE CITY. WHEN SOMETHING GOES WITHOUT SAYING YOU SHOULD ALWAYS SAY IT.

ANY PROPOSAL THAT DOES NOT HAVE REAL 50/50 COST SHARING ALONG WITH A TRUE 50/50 MANAGEMENT STRUCTURE IS NOT MUCH OF A 50/50 PARTNERSHIP OR CO-SPONSORSHIP AT ALL.

WORKING THROUGH MULTIPLE VERSIONS OF THE CO-SPONSORSHIP PLAN OVER MONTHS WITH YOU AND COMMUNITY LEADERS CREATED A FINAL PLAN THAT ACHIEVES THE CO-SPONSORSHIP GOALS AND THE TIME HAS COME TO MOVE FORWARD FOR MAKING PLANS AND TAKING ACTION. THE CITY HAS SHOWN COMMITMENT AND FINANCIAL SUPPORT FOR AIRPORT OPERATIONS FOR MANY YEARS AND BUILDING A VIBRANT REGIONAL AIRPORT HERE IN VICTORIA. THE COUNTY WELCOMES THOSE WHO ALSO WANT TO PARTNER IN THE AIRPORT SUCCESS.

THESE ARE ALL THINGS THAT WE HAVE BEEN WORKING ON AND WORKING TOWARD FOR YEARS. FRANKLY.

THE POINT BEING WE WANT TO BE CLEAR ABOUT WHICH PROJECTS ARE NEEDED AND HOW MUCH MONEY THEY ARE TO RUN AND HOW THEY ARE ACCOMPLISHING HASZ -- HAZARD MITIGATION IN THE APPLICATION AND ASK THE PUBLIC FOR COMMENT AT THE POINT THAT WE HAVE ALL OF THIS POSTED, WHICH WE DON'T YET AND I WILL GET TO THAT IN A SECOND. THE FIRST ONE THAT WE HAVE IS THE PUBLIC SAFETY HEADQUARTERS, JUST THE 9-1-1 DISPATCH CENTER.

IT IS VULNERABLE BECAUSE IT IS CLOSE TO THE RAILROAD TRACKS AND POTENTIALLY IF THERE WAS A DERAILMENT OR HAZMAT OR EXPLOSION, TCO WHO WORK INSIDE THE BUILDING HAVE TO EVACUATE DURING HAZARDOUS WEATHER BECAUSE THE BUILDING IS NOT BUILT TO WITHSTAND HURRICANES OR WINDS.

WHEN THAT HAPPENS I REDUCE THE STAFF BE -- STAFFING THAT IS POTENTIAL FOR AUTOMATION. THEY ARE GOING TO BE RIGHT THERE WITH THE KPHABD -- COMMAND STAFF.

THERE ARE A LOT OF AMENITIES AND THINGS PEOPLE TAKE FOR GRANTED. IT WILL UPGRADE THE TECHNOLOGY.

RIGHT NOW IT IS ESTIMATED AT $4.1 MILLION.

THE NEXT PROJECT FOR 6 MILLION, SCATA WATER AND WASTE WATER, AGAIN, IT IS AN OLD SYSTEM. REPLACEMENT PARTS, HATCHES, THINGS LIKE THAT, REPAIRS ARE DIFFICULT AND TIME-COMSUMING.

THE COMMUNICATION AND MONITOR COULD RESULT IN HEALTH HAZARDS.

IT IS HIGHLIGHTED OF SOME THINGS THAT HAPPENED IN THE

PAST. IT IS AN IMMEDIATE RESPONSE TO CRITICAL CONDITIONS AND THIS IS ESPECIALLY TRUE IN HAZARDOUS WEATHER. IMPROVEMENTS ARE NEW SERVERS AND IT WILL BE SECURE AGAINST CYBERATTACKS.

WE WILL HAVE A LOT OF RESILIENT SAFEGUARDS TO PROTECT THE WATER SUPPLY. THE NOTIFICATION AND RESPONSE CAPABILITIES WILL COME WITH REMOTE CAPABILITY.

IT WILL RESULT IN OVERALL IMPROVED PERFORMANCE AND OUTCOME FOR ALL OF OUR WATER PROCESSES.

NOT JUST WATER, BUT WASTE WATER AS WELL.

AND THEN FINALLY WE HAVE THE LONE TREE DRAINAGE IMPROVEMENTS. THIS AREA HAS BEEN FLOOD PRONE FOR MANY YEARS. IT PUTS AT-RISK HOMES AND ELEMENTARY SCHOOLS AND QUITE FRANKLY A FIRE STATION BECAUSE THERE IS NO OUT FALL SYSTEM. THERE IS STANDING WATER DURING FLOOD EVENTS. I KNOW BECAUSE I USED TO LIVE OVER THERE AND IT POSES HEALTH RISKS.

WHAT WILL HAPPEN AND YOU CAN SEE IN THE BACKGROUND IS THERE IS A HUGE DRAINAGE DITCH ACROSS THE BACK OF THE NEIGHBORHOOD THERE. THAT WILL REDUCE FLOOD ELEVATION LEVELS IN STANDING WATER AND WE ARE INCLUDING IMPROVEMENT OF STREETS IN THAT AREA.

THE PUBLIC COMMENT PERIOD WILL OPEN OCTOBER 26TH AND CLOSE ON NOVEMBER 28TH. WHAT WE WILL DO IS POST A SUBSTANTIALLY COMPLETE APPLICATION, BUT WILL INCLUDE AN EXECUTIVE SUMMARY, MAPS AND LMI BENEFIT DATA BEFORE YOU EVEN GET THERE YOU CAN SEE THE WHOLE SUBSTANTIALLY COMPLETE APPLICATION. WE REALIZE IT IS AN ECONOMIC ASSET FOR THE COMMUNITY AND LOOKING FOR A WAY TO TAKE IT FORWARD INTO THE FUTURE SO IT CAN BE A BIGGER ECONOMIC DRIVER FOR OUR COMMUNITY. THIS IS MR. AT THAT TIME WE PASSED AND THE COUNTY PASSED A RESOLUTION SAYING, YES, WE WILL LOOK AT A JOINT SPONSORSHIP AGREEMENT AND SEE HOW WE CAN MOVE FORWARD TOGETHER WITH IT. SO WE FORMED THIS AIRPORT GOVERNANCE ADVISORY COMMITTEE. I APPOINTED THREE MEMBERS TO IT AND THE COUNTY UH POINTED THREE MEMBERS TO IT.

THEY MET. INITIALLY IT WASN'T AS PATED TO TAKE THREE TO FOUR MONTHS TO GET TO A RESOLUTION FROM JANUARY. IT ENDED UP GOING FOR OVER SIX MONTHS. AT THAT TIME THEY STILL HADN'T COME TO AN AGREEMENT BY THE END OF JUNE.

THAT'S WHAT WE HAD PLANNED TO BRING TO CITY COUNCIL AND TO COUNTY COMMISSIONERS AT THAT TIME IN AUGUST.
