WITHIN DMENT SERVICES DEPARTMENT, HOUSE IT IS METROPOLITAN PLANNING ORGANIZATION WHICH IS NOT A VERY GOOD TITLE FOR OUR TRANSPORTATION PLANNING DIVISION OR PROGRAM, AND SO I'M HERE TONIGHT TO TALK ABOUT OUR ACTIVE TRANSPORTATION MASTER PLANNING EFFORTS. ACTIVE TRANSPORTATION IS ESSENTIALLY ANY TRANSPORTATION IN WHICH YOU ARE ACTIVELY INVOLVED IN, YOU KNOW, WALKING OR BIKING.

AND SO IT DOES HAVE A RECREATIONAL COMPONENT IT TO.

THE DIRECTOR OF DEVELOPMENTAL SERVICES DEPARTMENT.

MY PRESENTATION WILL COVER THE OVERVIEW OF THE PLAN, OUR PUBLIC ENGAGEMENT, FINALIZING NETWORK RECOMMENDATIONS AND THE NEXT STEPS FOR ADOPTION OF THIS PLAN. WHY DO WE HAVE AN ACTIVE TRANSPORTATION MASTER PLAN? IT IS TO IMPROVE SAFETY, ESPECIALLY, YOU KNOW, WITH THE SAFETY AMONGST CARS AND OTHER USERS OF THE TRANSPORTATION NETWORK LIKE BICYCLISTS AND PEDESTRIANS. TO PROVIDE EQUITABLE ACCESS TO TRANSPORTATION SINCE, OK, NOT EVERYONE CAN AFFORD VEHICLES.

TO CREATE CONNECTIVITY, TO SUPPORT ECONOMIC GROWTH, TO IMPROVE HEALTH, AND TO INCREASE THE RESILIENCY OF THE TRANSPORTATION SYSTEM. A LOT OF PEOPLE JUST THINK TRANSPORTATION EQUALS AUTOMOBILES OR, YOU KNOW, PLANES, TRAINS, AND AUTOMOBILES. THAT IS NOT THE CASE.

TRANSPORTATION IS MUCH BIGGER. IT INVOLVES, YOU KNOW, GOING FROM POINT A TO POINT B. EVEN IF YOU ARE HAVING TO USE YOUR OWN TWO LEGS TO GET THERE. SO THE PLAN FIRST TAKES A LOOK AT THE CURRENT STATE OF ACTIVE TRANSPORTATION IN VICTORIA.

SO IT HAS-- OUR CONSULTANTS HAVE TAKEN A LOOK AT OUR EXISTING FACILITIES, OUR EXISTING PLANS. I WILL GO OVER CRASHES.

THE LEVEL OF STRESS A USER MIGHT HAVE ON OUR NETWORK.

THAT IS HOW STRESSFUL IT IS TO WALK OR BIKE ON CERTAIN ROADWAYS. AND THEN SIDEWALK APPS.

SO LATENT DEMAND IS A BIG THING IN TRANSPORTATION.

IT IS SORT OF YOUR, IF YOU BUILD IT, WILL THEY COME QUESTION.

SO IN TRANSPORTATION, WE HAVE KNOWN-- IF YOU LOOK AT OUR POPULATION DENSITY, OUR EMPLOYMENT DENSITY, THE NUMBER OF HOUSEHOLDS THAT DO NOT HAVE VEHICLES, OUR MINORITY POPULATION, OUR SENIOR POPULATION, HOUSEHOLDS WITH CHILDREN, WHERE OUR TRANSIT STOPS ARE, DESTINATIONS SUCH AS LARGE EMPLOYERS OR LARGE SHOPPING CENTERS LIKE A MALL BUT ALSO SCHOOLS, PARKS, HOSPITALS. VERY LARGE DEVELOPMENTS THAT ARE DESTINATION DRIVERS IN OUR TRAVEL NETWORK.

YOU ANALYZE THOSE TOGETHER, AND YOU GET WHAT'S LATENT DEMAND.

IF YOU WERE TO BUILD A GOOD VERY CONNECTED, VERY IN-DEPTH ACTIVE TRANSPORTATION NETWORK, WOULD PEOPLE USE IT? AND YOU CAN LOOK AT THE GRAPHIC ON THE SCREEN, AND YOU WILL SEE THE AREAS OF TOWN WHERE THERE IS PROJECTED HIGHER DEMAND VERSUS WHERE THERE IS A LOWER DEMAND. AS YOU CAN SEE, IT IS CENTER OF TOWN WHERE WE ARE MOST DENSE. ALL OF THESE FACTORS ARE OVERLAID ON EACH OTHER. WE DO BELIEVE THERE IS QUITE A BIT OF DEMAND FOR AN ACTIVE TRANSPORTATION NETWORK.

IN VICTORIA. WE ALSO REALLY-- A BIG PART OF WHAT'S DRIVING THIS PLAN IS SAFETY.

WE HAVE TO LOOK AT CRASH DATA. YOU CAN SEE FROM THE HEAT MAP, THERE ARE SOME REALLY BIG HOT SPOTS ON OUR NETWORK.

HOUSTON HIGHWAY, RIO GRANDE, BUSINESS 59.

ALL THAT ENTIRE CORRIDOR. YOU CAN SEE IT IS PROBABLY THE LARGEST HOT SPOT WITH NAVARRO BEING A SECOND HOT SPOT.

CRASHES ARE VERY IMPORTANT BECAUSE WHENEVER YOU MIX A VEHICLE WITH ANY OTHER KIND OF MODE OF TRANSPORTATION, THE SEVERITY OF CRASHES GENERALLY ARE MUCH WORSE.

WE ALSO LOOK AT THE LEVEL OF TRAFFIC STRESS.

A LOT OF TRAFFIC STRESS HAS TO DO WITH SPEED LIMIT IN OUR ANALYSIS. SO THEY LOOK AT THE NUMBER OF LANES A NETWORK MAY HAVE. THE TRAFFIC VOLUME.

THE POSTED SPEED LIMIT AND IN THE PRESENCE OF BICYCLE FACILITY BY TYPES LIKE A BIKE LANE, WE HAVE NO BIKE LANES IN OUR COMMUNITY. PLUS HIGH LEVELSLE OF SPEED.

WHICH RESULTS IN THIS MAP THAT YOU SEE.

THIS ANALYSIS THAT SHOWS THAT THERE IS A HIGH LEVEL OF STRESS ON VICTORIA ROADS. FOR BICYCLISTS THAT WANT TO BIKE AROUND OUR TOWN. A BIG PART OF THAT HAS TO DO WITH ACTUALLY POSTED SPEED LIMITS.

IF WE WERE TO DECREASE OUR SPEED LIMITS BY, I BELIEVE IT IS FIVE MILES AN HOUR, WHEN THEY RAN THE SAME ANALYSIS, WE DID HAVE SOME GREEN STREETS POP UP ON THE MAP. A BIG DRIVER OF THE LEVEL OF STRESS ON OUR NETWORK IS BECAUSE OF THE SPEED LIMITS.

THIS IS NOT NECESSARILY UNIQUE TO VICTORIA.

IT IS JUST HIGHLIGHTS-- IF YOU ARE HIT-- IF A PEDESTRIAN IS HIT AT A HIGHER SPEED, THE LIKELIHOOD OF SURVIVING THAT IS MUCH LOWER THAN IF A PEDESTRIAN IS HIT AT A LOWER SPEED.

SO AT 20 MILES AN HOUR, YOU HAVE A 90% SURVIVAL RATE.

IF YOU ARE HIT AT 40 MILES AN HOUR, THERE IS ONLY A 20%.

SURVIVAL RATE. THE SPEED IS A HUGE FACTOR IN MAKING A SAFE OR PEDESTRIAN BICYCLE NETWORK.

SO WITH ANY PLAN, WE DO A LOT OF PUBLIC ENGAGEMENT WITH.

THIS PLAN, WE HAVE A STEERING COMMITTEE.

WHICH WE REPRESENT THE PARKS KRP COMMISSION ON.

WE HAVE HELD STAKE HOLDER MEETINGS WITH NONPROFITS.

DIFFERENT TRAFFIC GENERATORS. THEN WE HAD SOME ON-LINE PUBLIC ENGAGEMENT. SO HERE IS SOME PICTURES OF THE STEERING COMMITTEE MEETING. WE DID A WALKING AUDIT.

WE WALKED DOWN THE PORTIONS OF RIO GRANDE.

WE CROSSED RIO GRANDE. >> A PICTURE OF US, BY THE WAY.

(LAUGHTER). >> WE TOOK A WHEELCHAIR TO SHOW THE STRESS OF USING OUR NETWORK. IF YOU ARE DISABLED AND IN A WHEELCHAIR. AND THERE WERE SOME POSITIVES.

FOR EXAMPLE, THE WORK THAT'S BEEN DONE ON HOUSTON HIGHWAY WITH THE SIGNALS, A LOT OF THE NEW SIGNALS, THEY WEREN'T EVEN WORKING YET. WE COULD SEE HOW IMPORTANT THOSE PEDESTRIAN SIGNALS WILL BE BECAUSE CROSSING-- I THINK WE

CROSSED AT BEN WILSON. >> RIGHT.

>> IT IS A VERY SCARY THING. IT IS A VERY LARGE, LARGE ROADWAY TO CROSS. THE MEDIAN WILL HELP WITH BEING A REFUGE. PLUS, HAVING PEDESTRIAN SIGNALS THAT ARE VERY CLEAR. FOR WHEN IT IS SAFE TO CROSS.

THERE IS A LITTLE WALKING SYMBOL.

AGAIN, WE HELD SEVERAL STAKE HOLDER MEETINGS WITH DIFFERENT GROUPS. SOME BICYCLISTS.

LIKE I SAID, DIFFERENT NONPROFITS THAT ARE DESTINATION DRIVERS TO FOLKS THAT MAY NOT HAVE VEHICLES.

AND WERE ABLE TO GET A LOT OF GOOD INPUT ON NETWORKS OR ROUTES THAT ARE USED OR WOULD BE VERY DESIRABLE TO BE IMPROVED.

WE DID A LOT OF MAPPING EXERCISES.

THESE WERE SOME OF THE COMMENTS THAT WE RECEIVED.

THE LAST THING THAT WE HAD, AN ON-LINE MAPPING EXERCISE AND SURVEY THAT WE POSTED THROUGH FACEBOOK.

AND IT ALLOWED PEOPLE TO COMPLETE THE SURVEY ABOUT SOME RESULTS. IN LATER SLIDES.

THERE IS A MAPPING EXERCISE WHERE PEOPLE COULD GO IN AND DRAW ROUTES AND THEN LEAVE COMMENTS ON THOSE ROUTES.

LIKE, YOU KNOW, I TRY TO BIKE HERE.

BUT THIS CROSSING IS VERY DANGEROUS.

OR THIS IS MY FAVORITE ROUTE. TO CONNECT TO LONE TREE.

THAT ON-LINE SURVEY WAS OPENED IN MARCH AND CLOSED IN JUNE.

WE RECEIVED 528 RESPONSES WHICH IS ASTRONOMICAL FOR AN ON-LINE SURVEY. IT VERY MUCH HIGHLIGHTS HOW INTERESTED OUR COMMUNITY IS ON THIS TOPIC.

I'M NOT SURE WE EVER RECEIVED 528 RESPONSES ON AN ON-LINE SURVEY THAT WAS ONLY OPEN A FEW MONTHS.

WE ALSO ADVERTISED THAT SURVEY ON SOCIAL MEDIA.

THEN ALSO AT BUS STOPS THROUGHOUT THE PARK.

YOU MAY HAVE SEEN THESE SIGNS THAT HAVE THE QR CODE.

THAT TOOK PEOPLE DIRECTLY TO THAT SURVEY.

IT SHOULD BE GETTING THE WORD OUT THERE.

HOW MANY RESPONSES THAT WE RECEIVED.

SO SOME OF THE RESPONSES THAT WE RECEIVED, HOW OFTEN DO YOU BIKE OR WALK? 25% WAS EVERY DAY.

35%, TWO OR MORE TIMES A WEEK. AND 13% WAS ABOUT ONCE A WEEK.

OVERWHELMING MAJORITY OF THE FOLKS THAT RESPONDED ARE REGULARLY BIKING OR WALKING IN OUR COMMUNITY.

THE PRIMARY REASON FOR WALKING OR BIKING WAS HEALTH.

THAT TELLS US THAT SOME OF THE TRANSPORTATION-- THE NETWORK NEEDS TO BE ABLE TO CONNECT TO OTHER HEALTH FACILITIES LIKE GYMS OR OUR TRAILS OR PARKS. SO THAT THOSE THAT ARE FOCUSING ON HEALTH CAN DO IT IN A RECREATIONAL WAY.

THEN OF COURSE, WE HAVE REDUCING AIR POLLUTION, SAVING MONEY, AND REDUCING FUEL CONSUMPTION. IF YOU DON'T BIKE IN THE REGION, WHY NOT? THE LARGEST RESPONSE WAS SAFE DISF-- SAFETY CONCERNS OR TRAFFIC.

PAIRED WITH LACK OF TRAILS, THE TRAFFIC VOLUME AND SPEED WHICH IS KIND OF VERY RELATED TO SAFETY CONCERNS.

AND THEN LACK OF CONNECTIVITY OR LACK OF BICYCLE FACILITIES.

THEN IF YOU DO BIKE OR WALK, WHAT ARE THE BIGGEST BARRIERS TO WALKING OR BIKING IN OUR CITY? GANS IN THE SIDEWALK OR NO GA GAPS-- NO SIDEWALKS WAS THE NUMBER ONE RESPONSE.

POOR SIDEWALK CONDITIONS. TRAFFIC VOLUME OR SPEEDS ALONG ROADWAYS. OBSTRUCTION AND WALKING PATHS.

THEN DISTANCE TOO FAR TO WALK. YOU WOULD BE SURPRISED THAT THERE WASN'T AS MANY COMMENTS ABOUT THE WEATHER AS YOU WOULD HAVE EXPECTED. MAYBE IT IS GOOD WE DID THIS BEFORE THE SUMMER. AND NOT AFTER THIS SUMMER.

AND YOU CAN SEE THE BREAKDOWN OF WHAT'S DESIRED.

I'M NOT SURE THAT THERE IS REALLY AN OVERWHELMING WINNER OUT OF THESE RESULTS. BIKE LANES DID GAIN THE MOST AND THEN OFF-STREET TRAILS. OUR COMMUNITY WANTS A GOOD NETWORK SYSTEM TO BE ABLE TO CONNECT TO PLACES OFF-SYSTEM.

BIKE LANES SEPARATED OR BUFFERED.

DESIGNATED ROUTES, SHOULDERS. AND THEN LOW TRAFFIC OR LOW SPEED ROADS. COMES IN LAST.

THE TYPES OF PEDESTRIAN FACILITIES DESIRED, SIDEWALKS ARE A LITTLE BIT CLEAR OF A WINNER HERE.

BACK TO OFF-STREET TRAILS. AGAIN, I THINK SIDEWALKS GIVING WAY TO A TRAIL. INFRASTRUCTURE FOR MOBILITY IMPAIRMENTS. SIGNALS AT CROSSINGS.

SO WE HAVE A DRAFT NETWORK THAT WE ARE RECOMMENDING TO THE COMMITTEE AND COUNCIL. THAT MAP IS THE DRAFT RECOMMENDATION. IT IS BROKEN DOWN BY DIFFERENT TYPES OF FACILITIES. SO SHARED-USE PATHS, PROPOSED BIKE LANES, SIDEWALK RECOMMENDATIONS, ALL THE DIFFERENT TYPES OF FACILITIES ARE REPRESENTED ON THAT MAP.

AS FAR AS A NETWORK RECOMMENDATION.

THE OTHER TRAFFIC HAD TO TURN OFF AND GO A DIFFERENT DIRECTION. IT WAS KIND OF A SPECIAL ACCOMMODATION FOR BICYCLES. IT MIGHT BE A WHOLE STREET OR IT MIGHT BE AT A PARTICULAR INTERSECTION.

THERE IS A WHOLE LIST OF THOSE THINGS.

WE WILL INCORPORATE THOSE. AND THEN WORK TO FINALIZE THE ENTIRE PLAN WHICH INCLUDES, OF COURSE, FINALIZING THAT NETWORK.

WE ARE ASSISTING WITH THE DUCK POPPED AND THE DOG PARK.

BOTH PROJECTS ARE ABOUT 80% COMPLETE.

AND IT WAS JUST COOL TO SEE THE DIRECT, I GUESS, IMPACT OF THOSE FUNDS. THEY WERE THEY WERE TALKING ABOUT THE HOTELS THEY WERE STAYING IN.

THEY WERE STAYING THROUGH FRIDAY.

THEY WERE TALKING ABOUT WHERE THEY WERE GOING TO GO OUT TO EAT FOR DINNER TONIGHT. IT IS COOL TO SEE SOMETHING LIKE THAT. IN A TOWN OUR SIZE.

AND THEN AS A SIDE NOTE, WE ALSO NOW HAVE AN 18-HOLE COURSE AT KLETTO CREEK PARK. IT IS A PRIVATE COURSE.

ALL OF THOSE COURSES WERE DESIGNED-- EXCEPT FOR THE ORIGINAL ONE, ALL COURSES WERE DESIGNED BY THE DESIGN TEAM.

SEVERAL OTHERS HELPED WITH THAT. WE ARE PROUD OF THOSE FOLKS FOR, YOU KNOW, SEARCH THING UP AND HAVING THE CITY AND THE COMMUNITY SUPPORT AND THE COUNTY SUPPORT.
