SO, THAT MEANS THEY MAY BE COUCH SURFING OR DOUBLED OR TRIPLED WITH FAMILY OR THEY COULD BE STREET HOMELESS ON THEIR OWN. BUT, THAT NUMBER IS CONCERNS AS IT ALWAYS IS, ANYTIME IT GETS ABOVE

ONE. BUT, 580 IS VERY SERIOUS AND IT HAS A LOT TO DO WITH LACK OF AFFORDABLE HOUSING. WE KNOW THAT A LOT OF PEOPLE THAT HAVE REACHED OUT TO US ARE SLEEPING IN CARS, THEY'RE SLEEP NATIONAL GUARD MOTELS. WHICH, OUR MOTELS ARE THE NOW AFFORDABLE HOUSING.

IT IS VERY CONCERNS FOR US WHO ARE OUT THERE DOING THIS WORK TRYING TO STABILIZE PEOPLE AND GET THEM INTO SOMETHING MORE PERMANENT. IT DOES AFFECT THE WAY THAT KIDS LEARN WHEN THEY'RE FOOD AND HOUSING INSECURE. I'M DEALING RIGHT NOW WITH TWO PARTICULAR CASES THAT I WOULD LIKE TO BRING TO YOUR ATTENTION.

ONE OF WHICH IS A WOMAN WHO BECAUSE OF A FAST FELONYY HAS HD DIFFICULTY FIND AGO PLACE TO LIVE, AND WHEN SHE DID FIND ONE, IT HAS BEEN BASICALLY CONDEMNED IN A SENSE BY THE CODE ENFORCEMENT. THEY'VE BASICALLY TOLD HER SHE NEEDS TO GET OUT OF THERE. SHE HAS NO WHERE TO GO. WE'RE WORKING ON TRYING TO FIND HOUSING FOR HER, BUT, THIS PERSON IS RENTING OUT A HOUSE THAT HE DOES NOT OWN, WE'VE GOT TO FIGURE OUT SOME WAY TO BE ABLE TO FIGURE OUT LANDLORD/TENANT SITUATIONS, I'VE PULLED UP A FEW THINGS THAT I WOULD LIKE TO E-MAIL TO ALL OF YOU GUYS ABOUT PUTTING TENANT INFORMATION ON THE CITY'S WEBSITE TO BE ABLE TO HELP PEOPLE NAVIGATE THAT SYSTEM.

UM, TO BE ABLE TO GET INFORMATION. I KNOW THAT A LOT OF PEOPLE CALL THE CITY. I KNOW THAT A LOT OF PEOPLE CALL A LOT OF DIFFERENT PLACES BUT, THERE NEEDS TO BE A WAY THAT WE COULD PROVIDE INFORMATION ABOUT WHAT YOUR RIGHTS ARE AS A TENANT.

TO PROVIDE CERTAIN INCENTIVES TO THEM. AND ALLOW THEM TO APPLY FOR THESE SALES AND USE TAX REFUNDS. THE PRIOR DESIGNATION WHICH DETAR HAD, I THINK, WAS ESTABLISHED IN 2017, RUNS FOR A PERIOD OF FIVE YEARS AND IT EXPIRED IN DECEMBER OF THIS PAST YEAR. THE HOSPITAL IS VERY EXCITED ABOUT A BUNCH OF PROJECTS THAT THEY HAVE UPCOMING. ONE OF WHICH IS A CANCER CENTER WHICH IS SOON TO BE COMPLETE WHICH I'M SURE MANY OF YOU HAVE SEEN, IT IS EXPECTED TO BE COMPLETED AND UP AND RUNNING AS OF THIS MARCH. AND THE OTHER ONE IS A RADIOLOGY CENTER EXPECTED TO BE INITIATED WITHIN THE NEXT FIVE YEARS. WE ARE ASKING FOR THE CITY'S APPROVAL TO COMMIT THIS APPLICATION AND I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE, OR QUESTIONS THAT YOU MAY HAVE OF BRITTANY RICE.

SO, I WANT TO BE VERY CLEAR IN THAT THIS, US APPROVING THIS OR SUPPORTING DETAR WITH THIS DOES NOT NEGATIVELY IMPACT OUR LOCAL SALES TAX REVENUE.

AND I WANT TO BE CLEAR THAT EVEN THOUGH TEXAS ENTERPRISE PROGRAM REQUIRE TOSS LIST OUT A LIST FOR A SLEW OF INCENTIVES TYPES, THEY'RE STRICTLY GOING AFTER THE REBATE FOR THE SALES TAX.

WE WERE DONATE THE 50 BIKES BY ACE HARDWARE AND THE FIRE DEPARTMENT PUT THE BIKES TOGETHER AND WE TURNED THEM OVER TO PD AND THEY DISTRIBUTED THEM TO TOYS FOR TOTS. A FEW YEARS AGO, THE PARADES, THE DROP BY PARADES WERE A HUGE THING. I THINK THAT PD WOULD AGREE WE DID SO MANY TRUNK-OR-TREATS OVER THE HALLOWEEN TIME PERIOD WE WERE EXTREMELY BUSY WITH THAT AND WE CONTINUED OUR SUPPORT OF PUBLIC HEALTH BY CONTINUING FREE FOOD CLINICS FOR VULNERABLE POPULATIONS. THE OTHER THING WE STARTED IN 2022 THAT WILL COME TO FRUITION IN 2023 IS OUR CIVILIAN CADET PROGRAM. WE HIRED SEVENTH CIVILIANS THAT HAD NO TRAINING AND WE'RE PAYING THEM TO GO THROUGH FIRE AND EMS TRAINING AND THEY WILL BE FINISHING THAT UP AT THE END OF JUNE, AND WE'RE ANXIOUS AND EXCITED. THAT WILL BRING ON FIVE ADDITIONAL STAFF RIGHT AWAY FOR US THIS SUMMER. SO, ONE OF OUR BIG INITIATIVES FOR 2022 WAS THE OUTREACH INITIATIVE THAT WE LAUNCHED IN APRIL, SO, ABOUT MID YEAR LAST YEAR AND WE'VE SEEN SUCCESS FOR THAT WITH REACHING OUT TO OUR LOCAL COMMUNINITY PARTNERS AND HOSTING COURT ON-SITE. THE PICTURE THERE IN THE MIDDLE IS WHEN WE WERE OVER AT MID COAST FAMILY SERVICES PROVIDING COURT SERVICES, ESSENTIALLY OFF-SITE TO SOME OF OUR MORE VULNERABLE POPULATIONS ACROSS THE CITY. WE HAVE HOSTED AT CHRIST KITCHEN, SALVATION ARMY AND THE VICTORIA HOUSING AUTHORITY WELLS MEALS ON WHEELS THOSE ARE SOME LOCATIONS THAT WE'VE BEEN AT AND WE GO EACH MONTH TO A DIFFERENT LOCATION. SO, FOR 2021, WE HAD 104 CRIMINAL DOCKETS WHICH FOCUS ON SUMMONS DOCKETS RELATED TO ANIMAL CASES OR CODE ENFORCEMENT OR ARRESTS THAT WE RECEIVE FROM SITE ARRESTS AND WE ALSO HAVE THE PRE-TRIALS AND THOSE ARE DOCKETS WITH THE PROSECUTOR, SO, WE HAD ABOUT 44 OF THOSE. WE DID EXPERIENCE A CASE INCREASE FILING OF 6105 THIS YEAR. NUMBER OF CASES CLOSED 5242 THAT IS AN INCREASE OVER THE PRIOR YEAR. AND, I KNOW THIS QUESTION TYPICALLY WHAT IS A DISPOSED CASE, AND FOR US, THAT IS WHEN A CASE IS COMPLETED. SO, THAT CASE MAY BE COMPLETED DUE TO PAYMENT, DISMISSAL, OR JAIL CREDIT WAS APPLIED TO THAT PARTICULAR CASE. WE'RE STILL TRACKING THAT PROGRESS CURRENTLY. 12 PROPERTY HEARINGS, SO, WE DO HAVE PROPERTY HEARINGS WHERE IN THE EVENT OF STOLEN PROPERTY THAT THE POLICE DEPARTMENT COMES INTO CONTACT WITH OR LOCATED AT PAWN SHOPS, WE WILL HAVE PROPERTY HEARINGS TO AWARD THOSE BACK TO THEIR RIGHTFUL OWNERS. 13 ANIMAL HEARINGS WERE HELD AND THESE ARE A VARIETY, I HAVE THE ONES LISTED THERE. SO, WE HAVE HEARINGS TO DETERMINE DANGEROUS DOGS, HEARINGS IF THEY'RE NOT IN COMPLIANCE OF THE DANGER DOG REQUIREMENTS, WE HAVE TO HAVE A FOLLOWUP HEARING. SERIOUS BODILY INJURY CASES AND THAT'S WHERE A DOG CAUSES SERIOUS BODILY INJURY TO A PERSON OR CRUELLY TREATED ANIMALS SO OVER FISCAL YEAR '22 WE EXPERIENCED 13 OF THOSE WHICH IS AN INCREASE WHERE WHERE WE WERE PREVIOUSLY.

AND WE HAD THREE INSPECTION WARRANTS FILED BY THE FIRE MARSHAL'S OFFICE. THEY TOOK ADVANTAGE OF THE SERVICES FOR BEING A COURT OF RECORD. ANIMAL SERVICES RECENTLY CHANGED THEIR NAME SO, I'M TRYING TO GET USED TO THE NEW TERMINOLOGY. BUT, WE INCREASED THAT AS WELL T 25% FILINGS FOR THOSE. THIS IS THE COLLECTION'S BREAKDOWN, THE 62.6% IS THE GENERAL FUND REVENUE COLLECTIONS THAT THE COURT RECEIVED FROM THE OVERALL COLLECTIONS WHICH WAS A 10.8% INCREASE OVER THE PRIOR YEAR. THE YELLOW, THE 32.8% IS WHAT GOES TO THE STATE SO THAT'S THE COURT COST AND THEN THE 4.7% IS KEPT BY THE CITY AND THAT'S FOR SPECIAL REVENUES THAT FUND COVERS THINGS LIKE TECHNOLOGY, COURT SECURITY, AND THE JUVENILE CASE MANAGER PROGRAM THAT WE HAVE AS WELL. SO, THOSE ARE SOME OF THE COLLECTIONS THERE AND, INCREASES IN ALL OF THOSE AS WELL. WE ALSO UTILIZED, I KNOW THAT I HAVE PREVIOUSLY MENTIONED TEXT MESSAGING CAPABILITIES, I BELIEVE THAT IS AN INDICATOR OF HIGHER COLLECTIONS, IF YOU WILL, THIS YEAR AS WELL. WE DID INCREASE OUR USAGE OF THAT BY 57% AND THE $874,000 IS A DIRECT RESULT OF THOSE MESSAGES BEING SENT. SO, A 48% INCREASE OVER THE PRIOR YEAR ON OUR COLLECTIONS FROM USAGE OF TEXT MESSAGES, WE USE IT FOR EVERYTHING THAT WE FILE.

COMMUNITY ENGAGEMENT IS ANOTHER BIG PIECE OF OUR PROGRAMS THAT WE DO. AND, SO, ONE OF THE HIGHLIGHTS HERE, OF COURSE, THE CAR SEAT PROGRAM THAT WE HAVE, WE GOT THAT IMPLEMENTED IN MAY OF THIS PAST YEAR WITH SEVERAL MEMBERS FROM THE CITY OF VICTORIA AND ACROSS POLICE, FIRE, AND COURT, AND, WE HAVE BEEN HAD MUCH SUCCESS WITH THAT PROGRAM AND CONTINUE TO PROMOTE IT AND HAVE UPCOMING EVENTS FOR THAT AS WELL. WE ALSO RECEIVED A STATE AWARD, IT WAS OUR SECOND CONSECUTIVE MUNICIPAL TRAFFIC SAFETY INITIATIVES AWARD FOR OUR EDUCATING THE PUBLIC ON TRAFFIC SAFETY AS WELL AS IMPAIRED DRIVING INITIATIVES AND WE CONTINUE TO PERFORM MOCK TRIALS AND NATIONAL NIGHT OUT. COMMUNITY EVENTS, TRUNK OR TREAT WE DID IN THE PRIOR YEAR, JAVA WITH THE JUDGE WHERE THE JUDGE GETS TO HAVE COFFEE WITH THE COMMUNITY. MOCK TRIALS WE HOSTED THREE WITH THREE DIFFERENT SCHOOLS. ELIZABETH OUR JUVENILE CASE MANAGER ATTENDED A CAREER DAY. WE HAVE AN INTERN WORKING WITH US TO HELP WITH COMMUNITY OUTREACH. CHILD SAFETY PROGRAM RELATED TO THE GRANT PROGRAM FOUR OUT OF OUR RECIPIENTS COMPLETED APPLICATIONS AND RECEIVED REIMBURSEMENT AND THEY WERE ABLE TO PROVIDE 293 SERVICE TOSS 1,281 CHILDREN. THE FOUR ORGANIZATIONS UTILIZED 121 VOLUNTEERS, NOW, THAT IS ONLY AMONGST THREE OF THEM AS ONE OF THE APPLICANTS DID STATE THEY DID NOT USE VOLUNTEERS FOR THIS PARTICULAR PROGRAM AND THOSE VOLUNTEERS CONDUCTED 5,084 HOURS. FOR THE CAR SEAT CHILD SAFETY PROGRAM THERE WERE 49 INSPECTIONS CONDUCTED IN MAY AND SEPTEMBER THAT INCLUDES THE CAR SEAT EVENTS AND ON-SITE INSPECTION. WE'RE CONTACTED ON A WEEKLY BASIS, ANYWHERE FROM FIVE TO EIGHT A WEEK. WE GET REFERRALS FROM THE POLICE DEPARTMENT, FIRE DEPARTMENT, AND OTHERS FROM THE COMMUNITY SENDING PEOPLE OUR WAY TO GET INSPECTIONS ON-SITE. 24 CAR SEATS WERE ISSUED DURING THAT PERIOD OF TIME. 11 DESTROYED.

WHEN A CAR SEAT IS DESTROYED, NOT ALL TIMES DOES SOMEBODY ACTUALLY HAVE TO GIVE UP THE ONE THEY CURRENTLY HAVE. IN SOME INSTANCES THE CAR SEAT THEY HAVE IS GOOD BUT THE CHILD HAS OUTGROWN THAT SEAT OR THAT IS STILL A GOOD CAR SEAT BUT NOT THEIR'S. DESTROYED CAR SEATS ARE TYPICALLY ONES DAMAGED, TAMPERED WITH, THEY DON'T KNOW THE HISTORY OF, IT'S EXPIRED OR IT'S SOMETHING UNSAFE ABOUT IT. THAT'S WHERE THERE'S JUST BECAUSE THEY'RE GETTING A NEW CAR SEAT DOESN'T MEAN THEY HAVE TO DESTROY THE OLD ONE. DURING OUR EVENT THAT WE HAD IN MAY WE HAD TWO UNRESTRAINED CHILDREN AND NONE OF THE CHILDREN THAT COME THROUGH TO SEE US ARE USUALLY PROPERLY RESTRAINED.

THERE'S ALWAYS SOMETHING THAT'S FIXED WHETHER IT'S NOT TIGHT ENOUGH OR QUITE SECURE ENOUGH. THOSE ARE INDICATORS THAT WE LOOK AT. TO DATE, FROM OCTOBER TO CURRENT AND WE HAD SOME INSPECTIONS THIS AFTERNOON SO, I KNOW THIS NUMBER'S A LITTLE HIGHER NOW, 14 HAVE BEEN CONDUCTED THUS FAR, 10 ISSUES AND FOUR DESTROYED AND NONE PROPERLY RESTRAINED. WE WILL ALSO BE HOSTING A PARENT CLASS ON THE DAY BEFORE. SO, APRIL 11TH. HERE IN CHAMBERS WE WILL BE HOSTING A PARENT CLASS AT 6:00 P.M. AND TEXAS A & MAGRO LIFE WILL BE COMING DOWN FOR THAT.
