AND THERE ARE STILL MANY RESIDENTS IN OUR HIGH RISK POPULATION.

WE DO HAVE ONE ANNOUNCEMENT TONIGHT THAT'S GOING TO BE SPEARHEADED BY CITY ATTORNEY.

GOOD EVENING, MAYOR AND COUNCIL MEMBERS, AS I'M SURE YOU ARE ALREADY AWARE, THERE WAS A NEW EXECUTIVE ORDER ISSUED THIS AFTERNOON BY THE GOVERNOR OF THE STATE, AND I WANTED TO GIVE A QUICK UPDATE ON HOW IT IMPACTS THE CITY AND KIND OF GO OVER THE TERMS OF WHAT THAT ORDER IS. FIRST OFF, LET ME SAY THE ORDER IS NOT YET EFFECTIVE.

THE ORDER WILL GO INTO EFFECT NEXT WEDNESDAY ON MARCH 10TH.

BUT I KNOW IT'S BEING WIDELY REPORTED IN THE MEDIA AND I'M SURE THAT THE PUBLIC WILL START TRYING TO LEAN INTO THE NEW PROCEDURES AS QUICKLY AS POSSIBLE.

FIRST AND FOREMOST, IT'S IMPORTANT TO UNDERSTAND THAT THE CORONAVIRUS RESPONSE FROM THE STATE OF TEXAS AND AT THE LOCAL LEVEL WILL BE DIVIDED BASED ON THE LEVEL OF COVID-19 HOSPITALIZATIONS WITHIN OUR AREA.

THE ORDER USES THE SAME DEFINITION AS PRIOR ORDERS FOR AREAS OF HIGH HOSPITALIZATIONS, AND THAT IS ANY TRAUMA SERVICE AREA THAT HAS HAD SEVEN CONSECUTIVE DAYS IN WHICH THE NUMBER OF COVID-19 HOSPITALIZED PATIENTS AS A PERCENTAGE OF TOTAL HOSPITAL CAPACITY EXCEEDS 15 PERCENT.

THAT IS THE RULE WE'VE BEEN UNDER PREVIOUSLY AND THERE IS NO CHANGE TO THAT.

SO IN AREAS WITHOUT HIGH HOSPITALIZATIONS AND BY THE WAY, THAT INCLUDES OUR AREA, WE ARE NOT CURRENTLY IN AN AREA OF HIGH HOSPITALIZATION.

THERE ARE THERE WILL BE STARTING MARCH 10TH, NO COVID-19 RELATED OPERATING LIMITS FOR ANY BUSINESS. THE GOVERNOR ANNOUNCED THAT AS ONE HUNDRED PERCENT REOPENING OF BUSINESSES IN THE STATE. FURTHERMORE, THE ORDER SAYS THAT THERE THAT NO PERSON MAY BE REQUIRED TO WEAR OR MANDATE THE WEARING OF FACE COVERING.

SO THERE IS NO THERE WILL BE NO STATEWIDE MANDATE FOR FACIAL COVERINGS.

AND LIKEWISE, THE GOVERNOR HAS PREVENTED LOCAL AUTHORITIES FROM IMPOSING ORDERS THAT WOULD REQUIRE A LOCAL BUSINESS TO HAVE FACE COVERINGS WITHIN THEIR OWN BUSINESS.

SO THE FACE COVERING MANDATE IS ALSO GOING AWAY IN AREAS WITHOUT HIGH HOSPITALIZATIONS.

NOW, WHEN A TSA REACHES THAT LEVEL OF 15 PERCENT FOR SEVEN CONSECUTIVE DAYS, THERE WILL BE ADDITIONAL ABILITY FOR LOCAL REQUIREMENTS.

HOWEVER, YOU'LL NOTICE IN THE FIRST TWO BULLET POINTS HERE, THERE WILL BE NO STATE IMPOSED COVID-19 RELATED BUSINESS OPERATING LIMITS AND THERE WILL BE NO STATE IMPOSED REQUIREMENT TO WEAR A FACE MASK.

SO THE GOVERNOR IS TRYING TO MAKE IT VERY CLEAR THAT ANY RESTRICTIONS WILL NOT BE COMING FROM THE STATE OF TEXAS. HOWEVER, IF OUR LOCAL AREA DOES FALL INTO HIGH HOSPITALIZATIONS, THEN THE COUNTY JUDGE MAY USE HIS AUTHORITY TO IMPOSE LOCAL COVID-19 RELATED MITIGATION STRATEGIES. THE ORDER DOES NOT SAY WHAT THOSE STRATEGIES MIGHT BE.

THAT WOULD BE UP TO THE LOCAL COUNTY JUDGE TO DETERMINE.

THERE ARE OTHER ITEMS IN THE ORDER THAT I JUST WANT TO BRIEFLY TOUCH ON, THE ORDER DOES CONTINUE TO ENCOURAGE EVERY PERSON STRONGLY TO FOLLOW THE DEPARTMENT OF STATE HEALTH SERVICES RECOMMENDATIONS REGARDING SOCIAL DISTANCING AND MASK FACIAL COVERINGS.

IT DOES SAY THAT NOTHING PRECLUDES A BUSINESS FROM REQUIRING THEIR OWN EMPLOYEES OR CUSTOMERS TO FOLLOW ADDITIONAL HYGIENE MEASURES, WHICH COULD INCLUDE FACIAL COVERINGS.

AND THAT WOULD ALLOW ANY BUSINESS IN OUR AREA TO REQUIRE CUSTOMERS COMING INTO THEIR BUSINESS TO WEAR FACIAL COVERINGS IN ORDER TO RECEIVE SERVICES.

AND FINALLY, I JUST WANT TO BRIEFLY MENTION THAT THIRTY FOUR ALSO ADDRESSES SEVERAL OTHER TYPES OF FACILITIES, INCLUDING NURSING HOMES, PUBLIC SCHOOLS, PRIVATE SCHOOLS, COUNTY JAILS. AND IF YOU ARE A REPRESENTATIVE OF ONE OF THOSE TYPE OF FACILITIES, I RECOMMEND THAT YOU REVIEW FOR FOUR CAREFULLY TO SEE WHAT KINDS OF LIMITATIONS MIGHT BE IMPOSED ON YOUR BUSINESS. BUT THIS IS A PRETTY STRAIGHTFORWARD ORDER, AND I THINK THE GOVERNOR IS PRETTY, PRETTY CLEAR WHEN HE SAYS THAT HE IS ATTEMPTING TO REOPEN TEXAS 100 PERCENT.

IF YOU HAVE ANY QUESTIONS, I'LL TRY TO ANSWER THEM NOW.

NOT MUCH OF A QUESTION, BUT IF I UNDERSTOOD RIGHT AWAY THAT BUSINESSES, INDIVIDUAL BUSINESSES STILL RETAIN THE RIGHT TO REQUIRE MASK OF THEIR EMPLOYEES AND OR THEIR CUSTOMERS, CORRECT.

THAT IS EXPRESSLY IN THE ORDER.

YOU KNOW, SOME BUSINESSES LIKE TO HANG OUT, NO SHIRT, NO SHOES, NO SERVICE SIGNS.

THEY CAN CERTAINLY INCLUDE NO MARK IN THAT LIST AND CONTINUE TO DENY SERVICES OR EVEN KEEP PEOPLE OUT OF THEIR BUSINESS.

IF PEOPLE ARE NOT WEARING MASKS, THAT'S ENTIRELY UP TO THE LOCAL BUSINESS TO MAKE THAT DETERMINATION. BUT FROM MY PERSPECTIVE, I THINK THOSE THAT NOW HAVE THE RIGHT NOT TO WEAR A MASK IF THEY SO CHOOSE, I WOULD HOPE THAT THEY WILL RESPECT THE RIGHTS OF INDIVIDUAL BUSINESSES TO DETERMINE HOW THEY'RE GOING TO CONDUCT THEIR BUSINESS.

SO I WOULD ONLY ENCOURAGE PEOPLE TO RESPECT ONE ANOTHER'S RIGHTS EQUALLY.

YES, SIR. SO PROCLAMATION CONCERNING THE THEATER IN SCHOOLS.

WHEREAS THEATERS PLAY AN IMPORTANT ROLE IN THE EDUCATION OF OUR YOUTH, WHEREAS THEATER TEACHES PROBLEM SOLVING, CRITICAL THINKING AND HAS THE ABILITY TO DEMONSTRATE VALUABLE LESSONS IN HUMANITY, WHEREAS THESPIANS PROMOTE ADVOCACY FOR THE PERFORMING ARTS AND DEVELOP STRONG COMMUNITIES, WHEREAS THEATER AIDS IN CREATING THE LEADERS OF TOMORROW THROUGH THE EDUCATIONAL AND THEATRICAL EXPERIENCES, HELPING CHILDREN GAIN CONFIDENCE AND IMPROVE SELF-ESTEEM.

JUST KIDDING. LAST MONTH, FIRE MARSHAL TOM LEGLER GRADUATED FROM THE BILL BLACKWOOD LAW ENFORCEMENT MANAGEMENT INSTITUTE OF TEXAS.

THE BILL BLACKWOOD LAW ENFORCEMENT MANAGEMENT INSTITUTE OF TEXAS PARTNERED WITH THE TEXAS FIRE MARSHALS ASSOCIATION TO PROVIDE THE FIRST EXECUTIVE MANAGEMENT TRAINING PROGRAM FOR FIRE MARSHALS IN THE COUNTRY.

THE FIRE EXECUTIVE MANAGEMENT TRAINING PROGRAM IS AN EXECUTIVE LEVEL PROGRAM ADDRESSING THE UNIQUE CHALLENGES FACED BY FIRE MARSHALS, INCLUDING COMMUNITY RISK REDUCTION, STRATEGIC PLANNING, LAW ENFORCEMENT REQUIREMENTS, NATIONAL STANDARDS PLAN REVIEW, PUBLIC EDUCATION, FIRE INVESTIGATIONS AND OVERALL FIRE PREVENTION ORGANIZATION.

THE SELECTION PROCESS IS COMPETITIVE AND STUDENTS COMPLETE TWO ONE WEEK MODULES.

HE WAS PART OF CLASS FIVE SINCE THE PROGRAM IS SO NEW AND BECAUSE THEY MET DURING THE PANDEMIC, THEIR CLASS MOTTO, I'M SURE HE'S VERY PROUD OF HIS COURAGEOUS LEADERSHIP AND UNCONVENTIONAL TIMES.

AND THEY ARE. AND AGAIN, THEY GRADUATED ON FEBRUARY 5TH OF TWENTY TWENTY ONE.

I'VE GOTTEN TO ENJOY QUITE A FEW OF THE PARKS AND REALLY ENJOY BEING OUTSIDE.

AND I THINK THAT IT'S SOMETHING THAT VICTORIA HAS TO OFFER THAT COULD REALLY PUT US ON THE MAP EVEN MORE BY LEVERAGING THE RESOURCES THAT WE HAVE WITH THINGS LIKE RIVERSIDE AND A LOT OF THE COMMUNITY PARKS.

ITEM TWO IS AN ORDINANCE AMENDING THE FISCAL YEAR 2020 2021 CITY OF VICTORIA BUDGET TO REPAIR, REMODEL AND HARDAN FIRESTATION, ONE LEASE, GOLF CARTS AND A RANGE UTILITY VEHICLE, AND FOR THE CITY'S CONTRIBUTION TO THE TEXAS GREEN RIBBON PROJECT IN A CUMULATIVE AMOUNT OF ONE MILLION, FIVE HUNDRED AND SEVEN THOUSAND EIGHT HUNDRED FIFTY TWO DOLLARS AND SEVENTY TWO CENTS.

TONIGHT WE'RE REQUESTING A BUDGET AMENDMENT WHICH WOULD AFFECT THREE OF THE CITY'S FUNDS.

THIS AMENDMENT IS MADE UP OF THE FOLLOWING ITEMS WHERE THE FIRE STATION PROJECT OF ONE POINT THREE MILLION RIVERSIDE GOLF COURSE LEASES FOR SEVEN THOUSAND EIGHT HUNDRED FIFTY TWO DOLLARS, AND THE CITY'S CONTRIBUTION TO THE TECH START GREEN RIBBON PROJECT FOR TWO HUNDRED THOUSAND DOLLARS IN TOTAL.

THIS WOULD INCREASE IN SPENDING EXPENDITURES AND IN FISCAL 2001 BY ABOUT ONE AND A HALF MILLION DOLLARS. AND I'LL DISCUSS THE FUNDING MECHANISMS FOR EACH OF THESE AS WE GO THROUGH THE PROJECTS. WITH THAT, I'LL TURN IT OVER TO CHIEF FOX.

IT OPENED IN NINETEEN EIGHTY TWO.

THIS IS FIRE STATION ONE THAT'S LOCATED ON GOODWINS STREET RIGHT THERE.

A GOOD ONE IN A ROW APPROXIMATELY AFTER CLAUDET.

THOSE OF US THAT WERE IN THE STATION DURING CLAUDET, WE ACTUALLY SAW THE ROOF LIFTING OFF THE STATION. SO SIGNIFICANT ROOF DAMAGE AND TWO THOUSAND THREE FROM CLAUDET.

WE KIND OF PATCHED IT AND PIECE IT TOGETHER THAT HURRICANE HARVEY CAME ALONG.

AND AFTER THAT, WE'VE HAD SUBSTANTIAL LEAKAGE INTO THE STATION.

DO THE ROOF PLAN WAS REPLACE THAT ROOF AFTER HARVEY.

BUT THEN WE CHANGED THE SCOPE AND RECOGNIZED THAT THAT STATION IS A CRITICAL PIECE OF INFRASTRUCTURE FOR THE SOUTH SIDE OF VICTORIA.

AND WE REALLY NEED TO TAKE A BROADER, BIGGER APPROACH TO RENOVATING AND HARDENING.

THAT STATION HAD ALL PLANS TO GO FOR THAT.

AND THEN, LO AND BEHOLD, WE HAD A GLOBAL PANDEMIC AND THAT ALSO DELAYED THE PROJECT.

SO THOSE ARE THAT'S JUST KIND OF HISTORY OF THE TIMELINE OF OF WHY AND HOW WE GOT TO WHERE WE'RE AT TODAY. FIRE STATION ONE, AS YOU KNOW, IS LOCATED ON GOODWIN STREET AT NOVARRO, WHICH COVERS A HIGHLY DENSELY POPULATED AREA OF OUR CITY, AND WHY WE THINK THIS PROJECT IS SO IMPORTANT IS ONE, AS I MENTIONED EARLIER, FIRE STATION ONE SERVES THE SOUTH SIDE. AND DURING A TROPICAL STORM, WE CANNOT OCCUPY THAT STATION.

SO ALL THE STATIONS WE CAN OCCUPY ARE NORTH OF MOCKINGBIRD.

SO IT LEAVES A VERY LONG RESPONSE TIME TO THE SOUTH SIDE OF VICTORIA.

SO THAT'S WHY WE'RE REALLY PUSHING THIS HARDENING OF THE STATION SO WE CAN OCCUPY THE SOUTH SIDE DURING A TROPICAL STORM.

AND WE ALSO FEEL THAT WE'LL GET ANOTHER 40 YEARS OUT OF THIS STATION WITH THIS PROJECT THAT'S ALREADY 40 YEARS OLD.

AND WE THINK WE'LL GET ANOTHER 40 YEARS WITH THIS RENOVATION AND HARDING PROJECT.

AND THOSE ARE OUR TWO OR TWO OF OUR MAIN GOALS IS THE HARDENING, OBVIOUSLY RENOVATING THE INTERIOR SPACES TO MEET MODERN FIRE STANDARD STATION STANDARDS AND THEN ALSO ADDING A

WAREHOUSE FACILITY ON THE BACK OF THE PROPERTY.

CURRENTLY, YOU CAN'T SEE IN THE PICTURE, BUT WE RENT FROM THE RAILROAD A VERY LARGE WAREHOUSE THAT IS IN VERY BAD SHAPE.

AND WE HAVE A LOT OF OUR EQUIPMENT THERE, KIND OF OUR PROJECT TIMELINE, WE'RE ALREADY IN NEGOTIATIONS WITH AN ARCHITECTURE FIRM.

WE HOPE TO SECURE THAT OR FINALIZE THAT AT THE NEXT COUNCIL MEETING OR THE FIRST ONE IN APRIL. WE HOPE TO HAVE THE CONSTRUCTION CONTRACTOR IN PLACE IN EARLY AUGUST AND THEN BEGIN CONSTRUCTION IN NOVEMBER OF THIS YEAR AND HOPE TO HAVE THAT PROJECT COMPLETED BY THE FALL, SUMMER AND FALL OF TWENTY TWENTY TWO.

ALL RIGHT, SO AS CHIEF FOX HAD MENTIONED, THIS PROJECT HAD BEEN BUDGETED AND PRIOR YEAR AND WAS POSTPONED DUE TO COVID-19, THAT IT WAS SPLIT UP INTO ESSENTIALLY THREE PHASES CONSISTING OF A ROOF REPLACEMENT OR REMODEL IN A WAREHOUSE.

SO WE HAD WE HAD CANCELED THE REMODEL AND WAREHOUSE AND WE'RE STILL PLANNING TO GO FORWARD WITH THE ROOF REPLACEMENT AT ESTIMATED COST OF ONE HUNDRED EIGHTY THOUSAND DOLLARS. WE DECIDED LATER TO POSTPONE THAT PORTION OF IT AND JUST BRING BACK A BUDGET AMENDMENT THIS YEAR FOR THE COMPLETE PROJECT SO WE COULD PUT IT ALL OUT TOGETHER.

IN ADDITION, THE CITY RECEIVED ABOUT THREE HUNDRED THIRTY THOUSAND DOLLARS FROM THE STATE'S AMBULANCE SERVICE REIMBURSEMENT PROGRAM IN FISCAL 20 20.

THESE PLANS HAVE BEEN THESE FUNDS WERE PLANNED TO BE USED ON THIS PROJECT SINCE WE DIDN'T DO THE PROJECT IN FISCAL 20.

ESSENTIALLY, WE HAD BETWEEN THE ROOF REPLACEMENT AND THE REIMBURSEMENT PROGRAM ABOUT FIVE HUNDRED AND TEN THOUSAND DOLLARS RETURNED TO FUND BALANCE.

SO TAKING THAT OFF, THE ONE POINT THREE MILLION, WE'RE ESSENTIALLY ASKING FOR ABOUT SEVEN HUNDRED NINETEEN THOUSAND DOLLARS IN NEW FUNDS FROM THE GENERAL FUND FUND BALANCE.

AND THROUGH THE FIRST QUARTER OF FISCAL 2001, THE BALANCE FOR THE GENERAL FUND IS PROJECTED TO COME IN ABOUT ONE POINT NINE DOLLARS MILLION OVER THE ORIGINAL BUDGET, WHICH IS PRIMARILY DUE TO AN INCREASE IN SALES TAX OVER BUDGET, AS WELL AS THE KAHRIZAK REIMBURSEMENT WE RECEIVE FOR PUBLIC SAFETY PAYROLL.

THE BIGGEST ISSUE TO THE CURRENT SITUATION IS US HAVING TO BLOCK TEE TIMES.

WE ARE ON A ALMOST DAILY BASIS RUN OUT OF GOLF CARTS BY ABOUT 10, 30 OR 11 IN THE MORNING DUE TO THE NUMBER OF TIMES WE HAVE.

WE ARE DOING OUR BEST TO PAIR PEOPLE UP IN GOLF CARTS.

THE NEW ORDER WILL HELP A LITTLE BIT WITH THAT, BUT STILL TRYING TO PAIR PEOPLE UP ON GOLF CARTS TO MAKE THINGS AS EFFICIENT AS POSSIBLE.

AND THROUGH THE FIRST QUARTER OF FISCAL 2001, THE ENVIRONMENTAL FUND IS PROJECTED TO HAVE AN EXCESS WORKING CAPITAL BALANCE OF ABOUT TWO POINT FOUR MILLION DOLLARS ABOVE ITS THREE MONTH REQUIREMENT. I ALWAYS LIKE TO HEAR THAT SO CONTRIBUTIONS, SO TECH STARTS DESIGNING THE PROJECT.

SO REALLY PROUD OF THAT EFFORT.

AND THEN IN LATE JUNE, LATE DECEMBER, THE VICTORIA FIRE DEPARTMENT WAS ONE OF THE FEW FIRE DEPARTMENTS OR ONE OF THE FIRST FIRE DEPARTMENTS TO REALLY RECEIVE THE COVID-19 VACCINE. AND WE IMMEDIATELY BEGAN VACCINATING ALL FIRST RESPONDERS AND ESSENTIAL STAFF FOR THE CITY OF VICTORIA AND ACCOUNTING OF VICTORIA.

AND AS YOU KNOW, TODAY, WE CONTINUE TO PLAY A BIG ROLE AND OUR COVID COVID-19 VACCINE EFFORT. AND, YOU KNOW, WE TODAY WE HAVE PROBABLY VACCINATED A NEW PROGRAM THAT WE STARTED EARLIER THIS YEAR OR EARLY FEBRUARY WAS VACCINATING OUR HOMEBOUND SENIORS.

LET ME TELL YOU. GOOD EVENING, MAYOR COUNCIL, AND THANK YOU FOR ALLOWING ME TO PRESENT OUR ANNUAL REPORT TODAY.

AS YOU KNOW, I WASN'T HERE VERY LONG IN 2020, BUT I WAS EXCITED TO GET HERE WHEN I DID.

AND SO I'M GOING TO TRY TO DO MY BEST TO POINT OUT ALL THE GREAT THINGS THAT OUR STAFF, POLICE DEPARTMENT, CIVILIAN EMPLOYEES DID DURING A VERY UNPRECEDENTED TIME, OBVIOUSLY.

SO WE'LL START WITH OUR MISSION STATEMENT TO REDUCE CRIME, TO REDUCE CRIME AND THE FEAR OF CRIME THROUGH OUTSTANDING POLICE SERVICES IN PARTNERSHIP WITH THE COMMUNITY.

THAT'S REALLY IMPORTANT. I WANT TO JUST I'M NOT GOING TO READ EVERY SLIDE, BUT I WANTED TO READ THAT BECAUSE I WANTED TO MAKE SURE THAT OUR MISSION STATEMENT WAS OUT THERE FOR EVERYONE TO UNDERSTAND ON BEHALF OF THE MEN AND WOMEN OF THE VICTORIA POLICE DEPARTMENT.

I AM PLEASED TO PRESENT THE 2020 ANNUAL REPORT.

THE REPORT HIGHLIGHTS THE INCREDIBLE WORK EACH MEMBER OF OUR DEPARTMENT HAS ACCOMPLISHED DURING AN UNPRECEDENTED TIME.

HERE'S A LITTLE BIT OF OUR COMMUNITY PARTNERSHIP, AS YOU KNOW, OUR POLICE DEPARTMENT PRIDES ITSELF IN OUR COMMUNITY ENGAGEMENT AND WE CONTINUE TO GROW OUR COMMUNITY ENGAGEMENT AND LOOK FORWARD TO THE FUTURE AS WE LOOK FOR WAYS TO ENGAGE COMMUNITY, WHETHER IT BE VIRTUALLY OR IN PERSON.

AND HOPEFULLY WE CAN GET BACK TO NORMAL SOON OR WE CAN GET BACK TO WHAT IS NORMAL TO US AND ENGAGE IN OUR COMMUNITY IN PERSON.

BUT UNTIL THEN, WE'RE GOING TO CONTINUE SOME OF THESE THINGS THAT WE'VE BEEN TRYING TO INSTITUTE, SUCH AS VIRTUAL MEETINGS AND THINGS LIKE THAT IN ORDER TO ENSURE THAT WE HEAR EVERYONE'S VOICE. AND SO REAL QUICKLY, THE EFFORTS IN COMMUNITY POLICING, EVEN IN THE MIDST OF A PANDEMIC, IS AT THE FOREFRONT OF OUR CORE VALUES.

WE WILL ALWAYS STRIVE TO BE GOOD STEWARDS OF TAXPAYER DOLLARS AND WILL CONTINUE TO SERVE AND PROTECT THE CITIZENS THAT LIVE, WORK AND VISIT VICTORIA EVERY DAY AND NIGHT.

AND WE STAND BY THAT.

AN OFFICER WOULD TAKE THEM FOR THEY WOULD TAKE THEM SHOPPING WITH THE FUNDS THAT WE HAD AVAILABLE THEIR TARGET AND THEY'D COME IN TIMID AND THEY LEAVE JUST ECSTATIC AND HAPPY.

AND YOU COULD TELL THAT A BOND WAS CREATED IN THAT SHORT TIME THAT THEY WERE SHOPPING

WITH THE OFFICER. SO KUDOS TO TARGET FOR STEPPING UP AND PROVIDING US WITH THE FUNDS AND THE ABILITY TO DO THAT IN THEIR STORE.

WE ALSO HAD VARIOUS DONATIONS FROM OTHER ENTITIES.

I DON'T HAVE THEM IN FRONT OF ME.

BUT THE FACT THAT WE AFFECTED FIFTY FIVE KIDS IN THAT MANNER I THOUGHT WAS JUST HUGE.

AND BEING HERE IN MY FIRST MONTH AND SEEING THAT FROM OUR POLICE DEPARTMENT, I THOUGHT, WOW, WHAT A GREAT OPPORTUNITY HERE.

SO WE LOOK FORWARD TO GROWING THAT IN THE FUTURE.

SO WE HAVE OUR ANNUAL REPORT, KEY BENCHMARKS.

AND WE'LL JUST GO THROUGH SOME NUMBERS HERE, AND SO THE CALLS FOR SERVICE IN 2019, AS YOU CAN SEE, WE'RE DOWN THREE THOUSAND FOUR HUNDRED EIGHTY SEVEN AND IN 2020 THEY WERE NINETY FOUR THOUSAND AND FIVE.

WHEN I LOOKED AT THAT NUMBER, I THOUGHT WE SHOULD HAVE HAD A DECREASE, BUT WE DIDN'T.

BUT WE DID HAVE A DECREASE IN STAFF DUE TO SOME COVID ISSUES.

SO ONE OF THE THINGS I WANT TO POINT OUT, THOUGH, EVEN THOUGH WE HAD FIVE HUNDRED EIGHTEEN MORE CALLS, OUR RESPONSE TIME SHOULD PRIORITY ONE CAUSE, EVEN THOUGH WE HAD A SLIGHT INCREASE, 19 VERSUS 20, I WANT TO POINT OUT THAT WE HAD ONE HUNDRED AND NINETY TWO. THERE WAS ONE HUNDRED NINETY TWO TIMES WHEN WE WERE AFFECTED WHERE WE HAD TO QUARANTINE OFFICERS THAT HAD BEEN EXPOSED.

AND SO THAT REDUCED OUR STAFFING THROUGHOUT THE YEAR.

BUT WE STILL MADE IT UNDER OUR SEVEN MINUTE MARK THAT WAS IMPORTANT TO US.

AND SO HOPEFULLY WE CAN REDUCE THAT A LITTLE FURTHER AS WE MOVE INTO 2021.

BUT THE FACT THAT WE WERE ABLE TO STAY BELOW OUR GOAL IS A CREDIT TO THE MEN AND WOMEN OF VICTORIA POLICE DEPARTMENT IN THEIR EFFORTS, CLASS ONE CRIMES WERE DECREASED BY EIGHT AND A HALF PERCENT VERSUS TWENTY NINETEEN CLASS TWO CRIMES.

WE HAD A DECREASE OF A LITTLE OVER 10 PERCENT, ALMOST 11 PERCENT VERSUS TWENTY 19.

WE DID ALL THAT WHILE AGAIN HAVING ONE HUNDRED NINETY TWO INSTANCES WHERE WE WERE AFFECTED BY COVID.

SO A LITTLE BIT ABOUT HOW WE REPORT CRIME, AND I'LL TELL YOU, I WAS TALKING TO THE CITY MANAGER THIS MORNING OR LATER THIS AFTERNOON TALKING ABOUT HOW VICTORIA POLICE DEPARTMENT HAS BEEN IN THE FOREFRONT OF CRIME REPORTING, HAS DONE A GREAT JOB WITH THEIR NEIGHBORS.

I THOUGHT THIS IS WHAT I WAS DOING IN DALLAS.

WE WERE NOT QUITE THERE.

AND SO I'VE HAD TO STUDY TO TRY TO GET MYSELF UP TO THE HIGH STANDARD THAT THE VICTORIA POLICE DEPARTMENT HAS HAD SINCE 2011.

AND THAT'S A CREDIT TO THE PRIOR CHIEF AND HIS STAFF FOR WHAT THEY'VE DONE OVER THE YEARS.

SO BEAR WITH ME AS I AM STILL TRYING TO GET UP TO SPEED WITH HOW WE REPORT CRIME HERE AND A LITTLE BIT ABOUT NEIGHBORS IS IT'S REALLY YOUR MOST ACCURATE OR THE BEST ACCURATE WAY TO REPORT CRIME. SO IN YEARS PAST, YOU COULD FUDGE THE NUMBERS A LITTLE BIT.

AND I KNOW THAT THERE WAS A TIME IN DALLAS WHERE I COME FROM.

THE DALLAS CHIEF GOT IN TROUBLE FOR THE WAY CRIME WAS BEING REPORTED.

AND IT WAS LIKE THAT ACROSS THE UNITED STATES WHERE NUMBERS WERE BEING FUDGED A LITTLE BIT BECAUSE THEY WERE TAKING INSTANCES WHERE IN A GROUP SETTING, IF THERE WAS A SHOOTING, EVERYBODY SHOULD BE A VICTIM TO THAT TO THAT OFFENSE.

WHAT THEY WERE DOING IS THEY WERE COUNTING AT ONE TIME INSTEAD OF IF IT WAS A GROUP OF 10, THEY SHOULD HAVE BEEN 10 OFFENSES.

SO THEY WERE KIND OF CURBING THE NUMBERS A LITTLE BIT, REDUCING THE ACTUAL CRIME.

AND SO THAT'S WHY THE FEDERAL GOVERNMENT HAS GONE TO A NUMBER SYSTEM.

SO IF WE TAKE A LOOK AT OUR CRIME STATS OF CLASS ONE CRIMES, WE HAVE A FIVE YEAR AVERAGE WHERE OUR AVERAGE OVER THE LAST FIVE YEARS IS A DECREASE OF ALMOST 15 PERCENT.

THAT'S AMAZING. THAT IS A REALLY GOOD JOB BY THIS POLICE DEPARTMENT.

AND THE MEN AND WOMEN OF THIS POLICE DEPARTMENT HAVE DONE AN OUTSTANDING JOB OF REDUCING CRIME OVER FIVE YEARS.

WE DID HAVE A HICCUP WHERE CRIME CAME UP A LITTLE BIT AND TRY TO LOOK AT THE NUMBERS HERE. 23, 19 VERSUS 20.

WE HAD A REDUCTION 20.

I SEE HERE TWENTY SIXTEEN VERSUS 17, I'M SORRY, TWENTY FIFTEEN VERSUS SIXTEEN, IT WAS THE WE HAD AN INCREASE BUT WHAT I'D REALLY LIKE TO POINT OUT HERE IS MOST MAJOR CITIES ARE STRUGGLING WITH THEIR AGGRAVATED ASSAULTS.

AND IF YOU UNDERSTAND WHAT THAT IS, AN AGGRAVATED ASSAULT IS, IT IS A MOMENT IN TIME.

IT IS HARD TO PREDICT THAT, WHICH MEANS IT IS HARD TO REDUCE THAT.

NOW WE HAD AN UPTICK OF 13 PERCENT, 18 VERSUS 19, BUT 19 VERSUS 20, WE REDUCED IT A LITTLE OVER 10 PERCENT.

WE STILL HAVE AN UPTICK AND WE'RE STILL UP IT BY THREE PERCENT.

HOWEVER, I WANT YOU TO SEE THE TREND OF OF THE CRIME IS ACTUALLY REDUCING OVER TIME.

SO IF YOU LOOK AT THIS, THIS IS PROPERTY CRIMES, SO PROPERTY CRIMES WERE REDUCED IN 20, 20 VERSUS 19 BY ALMOST NINE PERCENT.

BUT WHAT I WOULD LIKE TO REALLY POINT OUT IS SOMETHING THAT I'M GOING TO BE CONCENTRATING ON IN TWENTY TWENTY ONE, AND THAT IS THAT THEFT NUMBER.

IF YOU'LL SEE THE ORANGE, YOU'LL SEE THAT IT'S SEVENTY FOUR OR SEVENTY FIVE PERCENT THAT THAT HAS TO DO WITH SHOPLIFTING, BURGLARY, BURGLARY, MOTOR VEHICLES, THINGS LIKE THAT.

20 PERCENT OF THAT THEFT NUMBER IS BURGLARY, MOTOR VEHICLES AND TWENTY NINETEEN NINETY ONE PERCENT OR WAS UNLOCKED CARS AND IN TWENTY, TWENTY, SEVENTY NINE PERCENT OF THAT 20 PERCENT I SPOKE OF AGAIN UNLOCKED VEHICLES.

WE'RE GOING TO TRY TO GET SOME EDUCATION OUT THERE.

WE'RE GOING TO CONTINUE OUR SOCIAL MEDIA POSTS SO THAT WE CAN GET THAT EDUCATION, THE FOLKS WHERE, WHERE, WHERE THEY'RE MOST LIKELY AT ON THEIR PHONES.

EVEN IF YOU EVEN IF YOU LOSE SOME OF YOUR PROPERTY IN YOUR GARAGE, IT'S STILL INTRUSIVE.

SO WE DID HAVE A LITTLE BIT OF AN INCREASE IN OUR IN OUR CLASS TO CRIMES, BUT THAT'S BECAUSE WE INCLUDE IN CLASS TWO CRIMES, OUR DUI AND OUR DRUG OFFENSES.

AND THOSE ARE WHERE OUR OFFICERS ARE VERY PROACTIVE, MAKING THOSE ARRESTS AND THOSE NUMBERS GET INCLUDED IN THE OVERALL NUMBERS.

SO THE CLASS TWO OFFENSES COME UP AT TIMES.

AND THAT'S JUST FROM OUR OFFICERS BEING PROACTIVE, DOING THE WORK TO KEEP OUR CITIZENS SAFE. LOOKING AT ARRESTS, WE ACTUALLY PRE COVID WERE ON TRACK FOR THREE THOUSAND SIX HUNDRED TWENTY TWO ARRESTS AND THEN COVID HIT IN OUR ARRESTS ARE NOW DOWN FOUR ADULTS, 41 PERCENT.

AND MOST OF THAT IS BECAUSE OF COVID RESTRICTIONS AND THE JAIL NOT ACCEPTING CERTAIN CRIMES. AND SO WE HAVE TO FIND DIFFERENT WAYS, WHETHER IT BE ISSUING A CITATION OR FOLLOWING ON FOLKS AT LARGE.

BUT THE ARRESTS ARE DOWN AT THE MOMENT BECAUSE OF THE.

SO. WE'VE GOT A QUICK SNAPSHOT OF OF COVID AND WE PULLED DATA SO YOU COULD SEE THE DIFFERENCE THAT COVID MADE.

SO THE DATA IS PULLED FROM MARCH TO DECEMBER TO SHOW A BETTER BREAKDOWN OF HOW COVID AFFECTED OUR OVERALL NUMBERS.

BUT OUR COLLO DID NOT DECREASE, HOWEVER, SO WE WERE STILL PRETTY BUSY.

BUT WE DID SEE DECREASES IN AREAS THAT WERE VERY BENEFICIAL TO US.

SO SOME PATROL STATISTICS.

SO PATROL OFFICERS RECOVERED 51 FIREARMS, THAT'S ILLEGAL FIREARMS. THEY RESPONDED TO SEVEN HUNDRED AND EIGHTY THREE CRASHES.

THEY RECOVERED OVER FOUR THOUSAND GRAMS OF NARCOTICS.

THE AVERAGE RESPONSE TIME WAS OF SIX POINT TO SIX MINUTES DOWN BELOW THE SEVEN MINUTE THRESHOLD. THE SEVEN MINUTES IS OUR GOAL.

I RESPONDED TO NINE HUNDRED AND FOURTEEN PRIORITY ONE CALLS USE OF FORCE FROM 19 VERSUS 20 WAS JUST SLIGHTLY DOWN.

HOWEVER, OUR OUR CALLS WENT UP AND WE FACE COVID CHALLENGES.

OFFICER EXPOSURE'S WAS ONE HUNDRED AND SIXTY SIX AND AGAIN I SAID THE NUMBER OF ONE HUNDRED AND NINETY TWO BECAUSE THAT INCLUDES OUR CIVILIAN EMPLOYEES THAT WERE EXPOSED AS WELL. WE AT ONE POINT WE HAD DISPATCHERS WHO WERE.

WHO WERE SCREENING CALLS TO MAKE SURE THAT WE KEPT OUR OFFICERS SAFE SO WE WOULD ASK CITIZENS TO MEET US OUTSIDE SO WE COULD SOCIAL DISTANCE THINGS OF THAT NATURE.

WE GOT VERY CREATIVE ON HOW TO KEEP OUR OFFICERS SAFE DURING 20, 20.

TRAFFIC CRASHES, I INCLUDE THIS BECAUSE, ONE, I'M A FORMER TRAFFIC COMMANDER IN DALLAS AND I SEE THE THE TRAGEDY AND DEVASTATION THAT CRASHES CAUSED TO FAMILIES.

SO I LIKE TO I LIKE TO JUST POINT OUT HOW CRASHES HAVE CONSISTENTLY BEEN DECREASING OVER THE LAST FIVE YEARS.

AND SOME OF THIS WE CONTRIBUTE TO, OBVIOUSLY, OUR COVID SHUTDOWN WOULD HAVE HAD SOMETHING TO DO WITH IT, PROACTIVE TRAFFIC ENFORCEMENT IN PROBLEMATIC AREAS.

SO WE USE WE USE OUR CRIME ANALYSTS AND OUR STEP GRANT TO LOCATE THOSE PROBLEMATIC AREAS.

WE'VE ALSO DONE SOME THINGS WITH CODE ENFORCEMENT, ANIMAL CONTROL AND SOME OF THE THINGS THAT THE POLICE DEPARTMENT SHARES AS WELL.

SO WE'VE BEEN MORE INTENTIONAL ON OUR COMMUNITY OUTREACH THROUGH SOCIAL MEDIA.

THIS IS SOME OF OUR CASELOAD DATA CONTINUOUSLY.

WE ARE SEEING A DECLINE OVERALL IN CASES FILED.

THESE NUMBERS WERE PULLED BASED ON FISCAL YEAR AND BASED ON FILED CASES AS OPPOSED TO INDIVIDUAL CITATIONS, CITATIONS AND ARRESTS AND OTHER TYPES OF TICKETS THAT WE GET CAN HAVE MULTIPLE VIOLATIONS ON ONE TICKET.

SO IT MAY BE DIFFERENT THAN WHAT YOU HEARD THE POLICE CHIEF MENTIONED JUST A MOMENT AGO, BECAUSE THEY ARE BASED ON NUMBERS OF CASES COMING THROUGH ON EACH INDIVIDUAL CASE.

THE CHART TO THE LEFT IS A CLOSURE RATE, AND THAT'S JUST TO SHOW THAT PARTICULAR YEAR OR SO, FOR EXAMPLE, IN TWENTY TWENTY OF ALL THE CASES WE FILED, WHICH WAS THE FIVE THOUSAND TWO HUNDRED AND FOURTEEN, WE CLOSED ABOUT 50 PERCENT OF THOSE.

CLOSURE MEANS THEY'RE DONE.

SO THAT COULD BE A DISMISSAL THROUGH A DEFENSIVE DRIVING COURSE OR A PAYMENT IN FULL OR A DEFERRAL OR AN ACQUITTAL WHERE THEY'RE FOUND NOT GUILTY FOR A VIOLATION.

SO THAT MEANS FIFTY PERCENT OF THOSE AS OF RIGHT NOW ARE STILL OPEN WITH SOMETHING PENDING, WHETHER IT'S A COURT DATE, LIKE A PENDING JURY TRIAL THAT WE CAN'T HAVE RIGHT NOW OR SOME OTHER MATTER.

AND SO I PULLED THE LAST TWO YEARS JUST TO SHOW, YES, WE STILL HAVE SOME OPEN FROM TWENTY NINETEEN AND YES, THERE'S STILL SOME OPEN FROM TWENTY EIGHTEEN AS WELL.

AND THAT PERCENTAGE SHOWS HOW MUCH OF THAT IS COMPLETE.

THIS PAST YEAR, I DECIDED TO PULL NUMBERS A LITTLE BIT DIFFERENTLY, SO I DON'T HAVE THESE NUMBERS FOR FISCAL YEAR TWENTY NINETEEN OR TWENTY EIGHTEEN, BUT I REALLY WANTED TO GET A BETTER PICTURE OF WHAT CASES WERE GETTING.

WE HAD A UPTAKE IN ANIMAL CONTROL.

I KNOW ONE HUNDRED AND FIFTY EIGHT MAY NOT SOUND LIKE A LOT, BUT THAT'S ALL THE FAILED ONES AND THAT WE HAD A HUGE INCREASE IN THAT.

CITATIONS OVERALL IS A MAJORITY OF WHAT WE RECEIVE AND THAT COULD BE ELECTRONIC TICKETS, HANDWRITTEN TICKETS AND PARKING TICKETS.

WE ALSO GET CODE ENFORCEMENT, FIRE DEPARTMENT OR THE FIRE MARSHAL'S OFFICE SITE ARRESTS.

WE DO GET SOME ARRESTS AND THOSE ARE MOSTLY PUBLIC INTOXICATION.

BUT THERE ARE SOME OTHER RELATED ONES AS WELL.

AND THEN INVESTIGATION FILINGS WE GET FROM THE POLICE DEPARTMENT AS WELL FOR ANY CLASS VIOLATIONS, THINGS LIKE TYPICALLY MAIL AND THEFT REPORTS THAT OCCUR FROM PLACES LIKE

WAL-MART OR OTHER LOCATIONS AROUND THE CITY.

SOMETIMES CLASSI ASSAULTS COME THROUGH THAT WAY AS WELL.

PRIOR TO THIS PAST YEAR, I WAS TRACKING IT MORE BASED ON VIOLATION TYPE, SO THAT WOULD BE WHETHER IT'S CITY ORDINANCE, PARKING, STATE LAW AND TRAFFIC AND AGAIN, TRAFFIC, IT'S HEAVY ON THAT SIDE AS THAT IS MOSTLY WHAT WE HANDLE.

BUT WE DO HANDLE VIOLATIONS THROUGHOUT THE DIFFERENT CODE SECTIONS THERE.

AND WE ARE CONTINUING TO SEE A DECLINE.

THE ONE THAT YOU WILL SEE THAT IS INCREASE IS THE CITY ORDINANCE.

AND I BELIEVE THAT HAS A LOT TO DO WITH THE INCREASE IN ANIMAL CONTROL CASES THAT WE'VE BEEN RECEIVING. AND THAT IS WHY THERE'S A SLIGHT INCREASE THERE FROM THE PRIOR YEAR AND ALMOST 100 MORE FROM TWENTY EIGHTEEN.

THEY DIDN'T. AND I DON'T THINK THAT MANY IN TWENTY EIGHTEEN, SO.

AND THEN THIS IS CAUGHT COLLECTIONS JUST TO SHOW A BREAKDOWN OF WHAT THOSE FEES WE COLLECT GO TO ABOUT 60 PERCENT OF WHAT IS COLLECTED, GO TO GENERAL FUND.

THIRTY SEVEN PERCENT GO TO COURT COSTS, WHICH IS TO THE STATE.

SO THAT IS FOR EVERY TICKET, THERE'S A CERTAIN PERCENT THAT GOES TOWARDS THEM AND THEN THREE PERCENT TOWARDS OUR SPECIAL REVENUES.

AND SO WE ARE SEEING A DOWNTICK IN THAT WHICH IS DIRECTLY RELATED TO THE FACT THAT WE'RE GETTING LESS CASES.

AND COVID, OF COURSE, HAD AN IMPACT AS WELL.

SO THESE ARE THESE SPECIAL REVENUE FUNDS WE COLLECT.

WE DO HAVE A TECHNOLOGY FUND THAT GOES DIRECTLY TO FUND SOME OF OUR INTERNAL I.T.

SERVICES, OUR SECURITY FUND, WHICH GOES TOWARDS BAILIFF AND ARE WE SECURE LIKE THE BRINKS THAT COMES TO PICK UP OUR DEPOSIT.

AND THEN IN FISCAL YEAR 20, 20, WE BEGIN WITH THE JUVENILE CASE MANAGER FUND AS WELL AS A JURY FUND. THOSE WERE NEW FEES THAT WERE ADDED IN THE LAST LEGISLATIVE SESSION.

AND SO THAT'S WHY YOU DON'T SEE ANYTHING IN TWENTY NINETEEN OR TWENTY EIGHTEEN.

AND THOSE FUNDS CAN ONLY GO FOR THOSE SPECIFIC PURPOSES.

AND THEY'RE VERY DETAILED IN THE LAW ON WHAT THOSE CAN BE.

THIS IS OUR CALL VOLUME.

WE DID SEE A DOWNWARD AMOUNT IN TWENTY 20 DIRECTLY RELATED TO THE FACT THAT WE HAD LESS CASES BEING FILED AND THEN BUT WE DID HAVE AN INCREASE IN OUTGOING CALLS.

WE MADE MORE OF AN EFFORT TO CALL, LETTING PEOPLE KNOW OF ALL THE CHANGES WE WERE GOING THROUGH. WE WERE CLOSED FOR A PERIOD OF TIME.

WE RECEIVED A LOT MORE COMMUNICATION THROUGH MAIL AND E-MAIL AND ALTERNATE WAYS OF HANDLING BUSINESS.

AND SO THAT'S WHY THERE WAS A LARGER INCREASE IN OUR OUTGOING CALLS.

AND OUR ANSWER RATE IS RATHER LOW.

FORTY, FORTY ONE PERCENT THIS PAST YEAR.

AND THAT'S THE PERCENT OF CALLS THAT WE RECEIVE THAT ARE ANSWERED.

WE DON'T HAVE A VOICE MAIL CURRENTLY, SO THAT'S SOMETHING I'LL BE LOOKING INTO.

HOW CAN WE GET A VOICE MAIL SO WE CAN MAYBE RETURN SOME OF THESE CALLS COMING THROUGH AND THEN WE JUST HAVE SUCH A LARGE VOLUME.

THERE'S PERIODS OF TIMES WE JUST CAN'T GET TO THE PHONE.

IF SOMEBODY IS IN THE MIDDLE OF PROCESSING A CASE, THEY HAVE TO FINISH PROCESSING THAT CASE. WE HAVE TO ENSURE OUR INFORMATION IS HANDLED ACCURATELY.

AND SO THERE ARE LARGE PERIODS OF TIMES, ESPECIALLY DURING COURT, WHICH IS UP TO THREE TIMES PER WEEK. WE WERE CONTINUOUSLY HAVING COURT ON A REGULAR BASIS.

EVEN WITH COVID, WE NEVER STOPPED.

THIS SHOWS TEXT MESSAGING, SO WE STARTED USING TEXT MESSAGING IN TWENTY EIGHTEEN AND INCREASED IT MORE SO IN TWENTY NINETEEN AFTER I DID THE PILOT PROGRAM AND THEN THIS PAST YEAR INCREASE IT EVEN MORE.

AND JUST TO SHOW THAT THAT IS A SUCCESS, THAT PEOPLE RESPOND TO THE MESSAGES ON THEIR PHONE. THAT PAYMENT AMOUNT YOU SEE NEXT TO IT IS HOW MUCH WHEN THE MESSAGES SENT.

AND SHE TOOK IT AND SHE RAN WITH IT.

SHE HAS BEEN DIRECTLY RELATED WITH THE ANIMAL CONTROL FILINGS AND WAS REALLY HELPED TO BE THE COMMUNICATOR WITH THEM AND ENSURING THE EFFICIENCY OF THAT PROCESS.

AND SO THIS REALLY CORRELATES BACK TO THE CODE ENFORCEMENT VIOLATIONS.

THERE ARE CERTAIN CHAPTERS OF THE CODE THAT IT COVERS AND IT'S INVOLVES JUNKED VEHICLES.

SO IT WOULD GIVE US THE CIVIL AUTHORITY OVER JUNKED VEHICLES TO REMOVE THOSE.

FOR EXAMPLE, IT WOULD ALSO COULD POTENTIALLY EXPAND BUILDING NUISANCES OR ABATEMENTS AND ALSO DIRECTLY RELATED WITH TRYING TO THINK OF WHAT I'M BASICALLY NUISANCE VIOLATIONS.

SO IT WOULD GIVE THE COURT THE CIVIL JURISDICTION OVER THOSE TYPES OF CASES TO HAVE A HEARING ON THAT AND ADMINISTRATIVE FUNCTIONS AND SEARCH AND SEIZURE WARRANTS.

IT WOULD GIVE THE JUDGE THE ABILITY TO ISSUE A SEARCH OR SEIZURE WARRANT FOR, SAY, THAT IS A JUNKED VEHICLE OR THERE'S JUNK IN THE BACK OF A HOUSE AND CODE ENFORCEMENT NEEDS TO INVESTIGATE IT. THEY COULD SUBMIT AN AFFIDAVIT AND THEN THE JUDGE COULD REVIEW IT AND ISSUE OUT A SEARCH WARRANT FOR THEM TO LOOK INTO THAT PROPERTY.

THAT COULD ALSO WORK WITH FIRE DEPARTMENT AND THE FIRE MARSHAL'S OFFICE AS WELL.

THERE ARE TIMES WHERE THEY MAY NEED TO GET A SEARCH OR SEIZURE WARRANT TO GO INTO A PROPERTY AND BY BECOMING A COURT OF RECORD THAT WOULD GIVE THE JUDGE THE AUTHORITY TO DO THAT WHEN THE DOCUMENTATION HAS BEEN SUBMITTED AND THEN ALSO A REDUCTION OF APPEALS.

THIS IS NOT SOMETHING THAT WE SEE A LOT AT AT OUR COURT, BUT IT DOES HAPPEN.

AND THAT'S ESSENTIALLY IF SOMEBODY COULD JUST LEAPFROG THE MUNICIPAL COURT AND HAVE THEIR CASE TRIED AT COUNTY, THAT SOMETIMES WILL HAPPEN WITH COMMERCIAL DRIVER'S LICENSE HOLDERS BECAUSE THEY'RE NOT ABLE TO DO THINGS TO KEEP IT MOVING, VIOLATION OFF OF THE RECORD SO THEY CAN APPEAL THE CASE AND SEND IT OVER TO COUNTY.

OR IF THEY'RE FOUND GUILTY AT TRIAL AND THEY WANT TO APPEAL THAT DECISION, THEY COULD APPEAL IT TO COUNTY.

BECOMING A COURT OF RECORD WOULD PREVENT THAT THOSE TYPES OF APPEALS AND ONLY ALLOW AN APPEAL TO OCCUR IF THERE WAS AN ERROR THAT OCCURRED AT TRIAL.

AND SO THAT'S REALLY WHAT THE REDUCTION OF THE APPEALS MEANS.
